Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position serves as a Program Analyst 1 in the Organizational Development Division within the Bureau of Talent Management and Organizational Development. This position provides support to senior ODD analysts by organizing and analyzing available data regarding agency policies and processes in order to make recommendations for program planning, improvement, monitoring, and resource allocation. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Maintains the agency’s knowledge management system. This includes cataloging and organizing all documentation developed and/or maintained by Organizational Development. Uses databases to maintain a source of truth for this data. Creates and maintains metadata fields that enable the data to be searched by outside users as well as for research purposes. Prepares data collection tools and gathers information through interviews, surveys, research, agency contacts, or system queries. Conducts background research. Reviews literature for project work. Conducts analysis of existing documents, external best practices, and other types of materials. Conducts special projects on topics or concepts relevant to the Division. Conducts specific analytic tasks assigned by higher level analysis for group projects. Seeks opportunities to improve efficiency across the organization. Uses existing and creates new developmental tools to enable these efficiencies. Supports the Division’s change management efforts including analysis of available data and coordination and/or management of specific change management initiatives. Prepares reports, tables, charts, and graphs to support the work of the Division Chief and senior analysts. Prepares annual reports summarizing the work of the Division. Assists in the development or maintenance of documentation such as planning documents, flow charts, policies and processes, manuals, and forms. Performs other related work as required. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent performs work at the request of the supervisor. The incumbent works in conjunction with higher-level analysts related to more complex projects; assists with project concept and design; and makes recommendations for consideration. Projects considered less complex are completed independently under the guidance of an administrative supervisor. While working collaboratively with divisional and bureau staff to achieve operational goals and program objectives, the incumbent makes independent decisions that will benefit the results of all assigned work. The supervisor is updated by reports and during face-to-face briefings and provides direction to the incumbent. |
