Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Environmental Program Manager is responsible for managing and coordinating environmental programs in support of Commonwealth capital construction projects. This position provides administrative oversight, regulatory coordination, and program management for sustainability initiatives, hazardous materials testing and abatement, indoor air quality monitoring, and environmental compliance activities. The role also serves as the primary point of contact for consultation and coordination with the Pennsylvania State Historic Preservation Office (PA SHPO) to ensure capital projects comply with applicable state and federal preservation requirements. The Environmental Programs Manager is a key contributor to DGS Capital Program’s pursuit of sustainability, safety and preserving cultural and historical resources. The role focuses on operational excellence, nurturing a human centered environment, and adopting continuous improvement thinking, practices, and tools to create an exceptional customer experience. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Program management & Oversight: 1. Lead program management and project control functions for Environmental Programs across a statewide portfolio of capital construction projects. 2. Develop, implement, and maintain policies, procedures, and directives related to Environmental Programs within the DGS Project Delivery System based on industry standards and regulatory requirements. Coordinate the continuous improvement of the program in coordination with the Program Management Supervisor and Assistant Director. 3. Serve as the primary environmental program interface with project management teams, procurement staff, and client agencies across the statewide construction portfolio. Track key performance indicators and report on the status and performance of environmental program activities. 4. Collaborate with project management, procurement, and other stakeholders to develop contracts, scopes of work, and standard processes related to Environmental Programs that meet client needs and support effective project delivery. 5. Advise project teams on the application of Environmental Programs throughout the project lifecycle, including contract administration, cost, scope, risk, schedule, and quality considerations. 6. Provide internal and external training and technical guidance related to Environmental Programs, policies, and procedures. 7. Evaluate the performance of environmental program consultants and support corrective actions or continuous improvement efforts as needed. 8. Participate in Project Development Studies (PDS) to ensure environmental considerations are appropriately integrated into project planning and decision-making. Sustainability 9. Provide leadership and administrative guidance on sustainability guidelines for capital projects, including energy efficiency, environmental impact reduction, and sustainable design practices. 10. Review and evaluate projects for consistency with applicable sustainability standards, guidelines, and best practices. 11. Maintain and administer the DGS Sustainability Guidelines for Capital Projects. Hazardous Materials & Indoor Air Quality 12. Oversee hazardous materials-related activities during design and construction, including testing, assessment, and abatement of asbestos, lead-based paint, mold, and other regulated materials. 13. Manage indoor air quality monitoring and environmental testing programs to support occupant health, safety, and regulatory compliance. 14. Review technical reports, abatement plans, and clearance documentation to ensure compliance with applicable laws, regulations, and industry standards. Historic Preservation Coordination 15. Serve as a liaison with the Design Professionals and the Pennsylvania State Historic Preservation Office (PA SHPO) for capital construction and renovation projects. 16. Manage Section 106 and related historic preservation consultation processes, including preparation, review, and submission of required documentation. 17. Create an annual report documenting projects that were determined exempt from historic consultation in accordance with the Memorandum of Understanding (MOU) between DGS and PHMC. 18. Coordinate with project teams to integrate historic preservation requirements into project planning, design, and construction activities. 19. Perform other duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. • This work involves consulting with the Program Management Supervisor and Assistant Director to establish program objectives and requires an in-depth understanding of environmental programs and construction project delivery. • When a consultant is not performing to standard, this work involves using performance management procedures to improve non-performance or remove the consultant from the contract. • This work requires creating partnerships and collaborating with industry partners and adjacent state agencies that may require public speaking engagements where the individual represents the Department. • In collaboration with legal and other subject matter experts, this work involves evaluating proposals and determining whether consultants are qualified to support program work. • Approves all work orders associated with environmental programs. |
