Position Purpose:

This incumbent implements and maintains best-practice policies for HHSDC information and technology systems in alignment with architectural standards. It supports a unified IT team culture by collaborating across agency technical teams and serving as a technical liaison for special initiatives. The role executes day-to-day technical tasks using ITIL-based Service Strategy and Service Delivery methodologies and provides guidance to team members. The incumbent leads and supports special IT projects from planning through implementation and documentation. The position ensures compliance with IT policies and security standards while independently troubleshooting issues and communicating technical status and risks.

Description of Duties:

Implement and maintain best-practice policies for the HHSDC information and technology systems and services under the guidance of architectural standards.

Support the establishment of a unified IT team culture by collaborating across different agency technical teams on implementation efforts.

Execute day-to-day technical tasks and provide technical guidance to team members using ITIL-based functionality, focusing on Service Strategy and Service Delivery methodologies.

Develop and maintain technical documentation, standards, processes, and procedures to support the HHSDC service delivery process for their area of responsibility.

Lead and support special IT projects from initiation through completion, including research, planning, implementation, and documentation.

Collaborate with internal departments and external vendors to define project requirements and deliverables.

Provide technical support and troubleshooting for project-related systems and infrastructure.

Ensure compliance with IT policies, procedures, and security standards.

Serve as a technical liaison between IT and other departments for special initiatives.

Independently troubleshoot and resolve technical problems in a timely and cost-effective manner, escalating complex issues as needed.

Identify and communicate technical risks associated with technology implementations and operations within the security operations teams.

Participate in technical discussions during meetings. Report and discuss technical status, issues, and resolutions. Prepare periodic technical status reports as directed

Travel as required, including overnight stays.

Performs other related duties as assigned.

The incumbent exercises independent judgment in the day-to-day operation, support, and maintenance of HHSDC information and technology systems in accordance with architectural standards, ITIL practices, and established policies. This position determines appropriate technical solutions, prioritizes tasks, and resolves routine to moderately complex issues in a timely and cost-effective manner. The incumbent makes decisions related to project planning, implementation approaches, documentation standards, and coordination with internal teams and external vendors. Technical risks, security concerns, policy exceptions, or issues with significant operational, budgetary, or enterprise impact are analyzed and escalated to appropriate leadership as needed.
