Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position within the Subrecipient Single Audit Desk Review Unit of the Bureau of Accounting and Financial Management plays a significant role in processing and reviewing subrecipients' single audit reporting packages in accordance with the Code of Federal Regulations (CFR) Part 200—Uniform Administrative, Cost Principles, and Audit Requirements for Federal Awards: Subpart F, Audit Requirements (thereafter, Uniform Guidance); Government Auditing Standards (thereafter, GAS); and Commonwealth of PA Policies and Procedures (thereafter, CWOPAPP). This position will also support grant management and oversight tasks related to the identification of available federal funding opportunities and monitoring currently authorized federal grant dollars to ensure the Commonwealth is maximizing the spending of authorized grant dollars and will also perform supporting tasks to assist ACFR reporting package preparers if needed.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists with performing first level and, when assigned, second level desk reviews of subrecipients' single audit reports in accordance with GAS, Uniform Guidance, and CWOPAPP. The desk review process includes the review of Counties, Component Units of the Counties and Other County Related Entities; Non-profits; Local Education Agencies; and Local Governmental Entities. For-Profits are exempt from the Uniform Guidance. For this position, the desk reviews are focused on processing Non-profits and Local Education Agencies.

When assigned, assist with performing the second level desk reviews.

Maintains and updates the electronic folders and files of each subrecipient by each type to ensure that the documentation and other supporting information are available for reviewing and processing;

Assists with preparing acceptance letters that state that the single audit reports contain the essential elements as required by the Uniform Guidance, GAS, and CWOPAPP.

Assists with preparing rejection letters that contain a statement about the deficiencies with the single audit reports, and the single audit reports do not contain the essential elements in accordance with the Uniform Guidance, GAS, and CWOPAPP.

Assists with performing reviews of revisions or revised audit reports submitted as a result of the rejection letters and determines the acceptability of the information.

Assists with providing subrecipients and independent auditors with technical guidance pertaining to the performance of and reporting on the single audit reports.

Presents information in business/staff meetings to order to gather information for discussion and issue resolution.

Assists in maintaining the Single Audit Tracking System (SATS) database for the single audit reporting package, audit resolution process, and quality control review process, and generates reports as needed.

Assists in gathering information from SATS through reports and queries to ensure goals and objectives are met.

When assigned assists with performing grant management and oversight tasks related to the identification of available federal funding opportunities and monitoring currently authorized federal grant dollars to help ensure the Commonwealth is maximizing the spending of authorized grant dollars.

Assists with performing tasks to assist ACFR reporting package preparers with the preparation of ACFR reporting if needed.

Keeps apprised of newly issued professional standards; federal and commonwealth laws and regulations; and technical skills by reading and attending training presentations.

Performs other duties, work functions, and activities within the scope of the job description as assigned by the Manager and/or Assistant Director of the Grants Management & Oversight Division.

The incumbent of the position must effectively assist with the performance of desk reviews to ensure that the single audit reports and program-specific audit reports contain the essential elements. These duties and functions are accomplished with supervision of the Manager and monitoring by senior Accounting staff who performs second reviews of the Executive Accounting Specialist when assigned.
