Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides administrative, business and office support within Forest District 11 to include budgeting, finance, purchasing, contracting, human resources, secretarial and other office support duties.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Purchasing and Procurement:

Knowledge and use of COPA procurement systems including ESS, SAP, SRM, Business warehouse, statewide contract data base and other purchasing systems

Know all COPA procurement, purchasing and contracting laws, rules, polices, and guidelines and advise district managers on the proper procurement process.
Verify purchase request and determine proper procurement method.

Assemble necessary information and prepare required procurement documents such as invitation to qualify, request for quote, request for proposal, purchase order, shopping cart or other procurement methods.

Through the workflow system, input vendor details, justifications and coding, then process for payment.

Purchase Card:

Serve as district authorized purchase card holder, (P-card)

Perform P-Card purchasing for district services and supplies

Process all district P-card purchases by verifying justification, receipt, vendor and coding

Reconcile monthly P-card statements for all district P-cards

Review all P-card purchase for proper P-card use procedures

Respond to all Comptroller audits of the P-card

Budget and Finance:

Maintains the district budget and accounting spreadsheet and prepare required reports.

Analyze spending data for fiscal year and mid-year budget report preparation and other fiscal reports

Set up all budget ledgers for each appropriation in district spending plan

Maintain and monitor expenditures of all the district regular fund and special fund allocations this includes snowmobile/ATV, Fire, Dirt and gravel, liquid fuel and other funds.

Verify budget ledgers spending using SAP, business warehouse, KSB and other budget report systems

Prepare and submit all transmittals for revenue including timber sales, fuel wood permits and mineral permits

Prepare weekly reports for District Forester and Assistant District Foresters showing balances of each appropriations

PERSONNEL ADMINISTRATION

Processes HR transactions including all personnel action requests (EPAR)
Process Workman's compensation claims and maintain records
Maintain employee HR files and records

Fire:

Knowledge and use of Fire bill and reporting system
Process payment of all approved fire bills
Process employee, fire warden and EFF travel and expenses for wildfire assignments
Performs as district dispatcher for fire SAR, and all hazard responses
Use of telephone, radios, and other IT communication devices
Performs duties for aircraft flight following

Other Duties:

Provides backup to Clerical Assistant:
Timekeeping and payroll duties
Out of state fire assignment payroll and expenses
Automotive officer duties
Receptionist duties
Designated by the district forester to:
Issue fuel wood permits
Issue camping permits
Use of Camping Reservation System
Monitor and deposit funds in district bank account
Provide information about power mobility device and ADA access permits
Register and process payments for employee training
Process boot reimbursements for employees
Process RX safety eyewear for employees
Knowledge of DCNR safety policy and of job safety and hazards
Adhere to all COPA, DCNR and BoF laws, regulations, policy and procedures that apply to employment and position duties
Attend all mandatory position trainings and updates


Perform other duties as assigned by District Forester
