Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Retirement Processing Unit 1 (RTP1) and is responsible for determining eligibility for disability and retirement benefits. Because production work is cyclical and subject to legislative changes, work staff may be assigned to perform a variety of tasks in other business areas based on PSERS operational needs. This position is identified as essential level 2. It supports a critical business function and when there is a declaration of an office closing, emergency or disaster, the incumbent may be required to participate/assist in those functions to aid the business continuity process. As such, the incumbent may be required to remain at or report to work at headquarters or an alternate site and be available or reachable by telephone during the recovery process. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Apply the provisions of the Retirement Code, Rules, and Regulations, PSERS legal opinions, PSERS Business Rules and Procedures, and Board policies as they relate to benefit payments.* Perform reviews of retirement accounts and analyze member and employer data to identify and eliminate data errors or inconsistencies that would compromise the accuracy of a member’s account per Agency guidelines. Review payroll documents, transaction reports, and other documents to determine the impact on a member’s account or benefit payment; initiate or take corrective action as needed; complete the appropriate documentation to support any corrective action. Identify where contributions, interest, or service was reported in a non-qualifying year and take appropriate action. Identify where there is a pending purchase of service and take appropriate action. Perform data entry for retirement benefit applications; generate error letters to the member when necessary to obtain corrected/missing information. Determine benefit eligibility; perform calculations to determine retirement benefit payments; verify disbursement schedules. Calculate the amount of Excess Earnings and prepare final Excess Earnings calculation, correspondence and reduction in monthly benefits for members who exceed their disability salary limitation* Establish communication with PSERS’ employers and/or members to clarify questionable or missing data; utilizing and following written procedures. Participate in the design of new business processes and system enhancements; serve as a subject matter expert; communicate business requirements; recommend screen design/layout, data validations, report formats, and form and letter design and content; participate in the review, analysis, testing, implementation, and monitoring of PSERS’ pension administration system.* Perform User Acceptance Testing by participating in the development of test scenarios that reflect actual business cases; review test scripts; create comprehensive test data; initiate documented test scenarios; report issues found; review and approve test results; participate in reviewing system change requests to ensure that business requirements are met; participate in the system specification approval process. Provide special handling on accounts that have a “rush” status (e.g., financial hardship, over published timeframes, etc.). Apply knowledge of the bureau’s application software tools such as PSERS’ pension administration system, Workflow, Workflow Query, Pension Query, Microsoft Office, and Imaging and apply that knowledge to accomplish assigned job duties.* Performs peer reviews of disability and retirement workflows as needed.* Assist with work in other units within the bureau during times of significant backlog, special projects, process redesigns, reconciliation or legislative proposals as assigned. Perform other related work as assigned. Data Duties: • Analyze employer account data to validate information or identify errors • Analyze employer-reported data to determine actions necessary to correct or prevent future data errors • Analyze member account data to validate information or identify errors • Apply necessary member account and associated employer account adjustments • Calculate necessary member account and associated employer account adjustments and determine actions required to correct data • Calculate, input, and correct disbursement data • Communicate with employers to clarify questionable or missing data • Communicate with members to clarify questionable or missing data • Confirm system responded accurately to actions taken • Create or identify test data that meets the comprehensive testing requirements • Identify the consequences of bad data as it relates to the business area • Identify the data requirements necessary to ensure comprehensive testing of system functionality • Identify, review, analyze and ensure the integrity of data as it relates to this position • Input data from incoming documents • Participate in data cleansing projects as assigned • Participate in the review of requests and processes where PSERS shares information with external entities • Perform peer reviews • Perform testing on system data changes to ensure accuracy prior to implementation • Recommend data validations • Research demographic information using internal and external resources to determine actions necessary to create or update member data • Review member accounts and associated employer account adjustments posted to ensure accuracy • Review the accuracy of data submitted on forms and determine appropriate action • Share information with staff regarding known employer reporting issues • Validate data changes via script, etc. after implementation to ensure accuracy • Validate data entry by comparing data on the form to inputted data • Validate system data changes after implementation to ensure accuracy • Verify disbursement data |
