Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Applies standard engineering techniques, procedures and guidelines to successfully investigate public concerns that involve abandoned mine land problems, develop exploratory drilling projects, perform Act 17 Subsurface Evaluations, assists other BAMR personnel with geologic/mining issues as needed, uses judgment to make minor adaptations and modificaitons and performs project development for the Bureau of Abandoned Mine Reclamation's Investigation Section, Wilkes-Barre District Office.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Work involves performing independent studies on underground geologic strata and identifying specific areas from these studies to be subjected to further investigation through exploratory drilling projects.

Develops and provides technical assistance on Core, Rotary and Angular Exploratory Drilling Projects.

Makes recommendations, performs Project Development, and designs AD Projects.

Interprets geologic results obtained from core drilling projects and determines the necessity for further study or action.

Investigates abandoned mine inquiries (to include but not be limited to: mine subsidences, mine fires, abandoned mine discharges and mine gases), prepares detailed reports and makes recommendations to correct the investigated problem(s).

Make recommendations for AML projects in accordance with standard office practices. Complete Small AML Emergency or Individual Finding of Fact forms in accordance with current Emergency program criteria.

Determine eligibility of proposed reclamation projects. These determinations include, but are not limited to, collection and evaluation of property owner information, historical mining data and site characteristics. Preparation of Office of Surface Mining (OSM) Eligibility Determination Form as needed.

Use GPS units to determine investigation and feature locations.

Provide technical assistance and/or coordinate with other in-house professionals and outside agencies.

Prepares permit applications such as National Pollutant Discharge Elimination System (NPDES), encroachment permits, erosion and sediment control permits, water obstruction and encroachment permits and other permits required to construct projects as designed.

Compiles and researches mine data; including mine maps, cross-sections, boreholes and columnar sections in order to complete a thorough subsurface geologic study for areas covered under Act 17.

Conducts hydrologic investigations, including sampling of potential mine water problems or potential mine water discharge to ground water. Make determinations for abatement and prevention of mine water pollution.

Maintain collector ID and authorization to input data into the Sample Information System (SIS). Independently collect water samples and enter data into the Sample Information System for any AMD related problems.

Collects and compiles a listing of all inquiry investigations conducted.

Compiles topographic map information concerning mine related subsidences and provides the information to MSI.

Develop AML projects in accordance with Pennsylvania’s Comprehensive Plan for Abandoned Mine Reclamation and OSM guidelines.

Evaluates the environmental resources present on proposed AML Projects required by the National Environmental Policy Act (NEPA) to successfully obtain project consultations and Environmental Clearance.

Maintains and updates the AML Inventory in accordance with the AML Inventory Manual for AML Problem Areas (PA) Projects. Update AML PA by physically verifying and locating problem area features correctly and establishing their correct priorities and descriptions.

Updates the electronic AML Inventory in eFACTS. Data input includes, but is not limited to, investigation results, narratives of problem area features, and preliminary cost estimates.

Assist the Unit Manager in generating various reports.

Promote the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Perform additional duties and work as required by the Unit Manager.

Determine if problem features identified during an investigation are “mining related” pertaining to past mining activity from abandoned mines.

Determine priority of AML projects and propose solutions.

The person in this position is expected to be able to work independently on investigations and associated work.

The decision making required by this position includes, but is not limited to, the following: determine mining/non-mining related problems by investigation, determine the eligibility of features, identify AML problem types and priorities, determine an appropriate reclamation plan based on environmental conditions, and have the communication skills to convey the concepts to a layperson so they can understand how it affects their property.

Essential Functions

 1. Legally operate a commonwealth-owned vehicle and travel to sites not served by public transportation.
