Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position exists in the Facility’s Administrative Service’s Division and is responsible for administering the fire, safety, emergency operations and preparedness, environemnt safety & compliance, security programs and services, CDL drug & Alchohol administration, for a 24 hr. a day, 7 day a week operation. This position directly supervises the single Facility Fire Marshal/Fire & Safety Specialist position. This position also has overlapping duties in administering and assisting the Quality Management Division for administering the Facility’s Risk and Incident Management programs for resident safety and the Certified Investigaiotn process.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develops, directs, and administers the Safety program for residents, employees, and visitors. Develops training programs in safety for staff and management. Inspects facility building and grounds for safety hazards and initiates necessary action to correct these conditions. Receives reports of unusual incidents of residents and accident reports involving employees and visitors to determine causal factors and agents. Compiles statistics of such accidents and incidents and maintains a reporting system to the facility Administration. Develops and conducts necessary safety training to reduce these incidents and accidents. Assist facility surveying and licensure agencies during applicable surveys and inspections. Assures the facility comprehensive Safety Programs meet all legal, administrative, regulatory, and licensure standards. Prepares necessary reports and statistics as required. Administers Programs such as, but not limited to; Right-to-Know, Hazardous Waste, Infectious Waste, Asbestos, Lead, Radon, Underground Storage tank, Mold, Vehicle Safety and Accident investigation, Worker’s Compensation Program, Federal CDL licensing, Emergency Preparedness, EIM related site and investigatory modules, and other initiatives as they become pertinent to the facility. Provides services as the investigator for Work Place Violence claims. Will provide accident reports as part of the Life Performance Measure initiatives.
Conducts annual surveys of hazardous materials, and compiles annual Hazardous materials survey postings and updates annual Material Data Safety Sheet records for staff. Maintains and reviews all confidential records of health and exposure records. Coordinates the facility Disability Leave Program with the Human Resources Department. Represents the facility to DHS and other agencies, both internally and externally to the facility and serves as liaison to local emergency service responders. Conducts orientation programs to new staff at the facility. Serves as the chairperson for the Facility Safety and Emergency Preparedness, Committees and serves on other committees as designated. Monitors multiple contracts for the facility. Provides on-call services. Serves as; a Certified Abuse Investigator, Lead Inspector, Asbestos abatement inspector, Mold remediation inspector,CDL administrator, HCSIS site administrator,serves as part of the Management monitoring team for weekend and off-shift duties, site vehicle accident investigator, site liason with community based emergency services and Emergency Management agencies,and other duties as needed. Conducts supervisory / administrative or certified investigations as assigned. Submits final report of findings for Administrative Review.

Must have the ability to establish and maintain cooperative and constructive working relationships with Ebensburg Center staff and individuals.

Essential Functions
