Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is headquartered at Pymatuning State Park and assigned work will include Pymatuning and other parks in the Western Plateau Division. This professional position is responsible for primarily assisting with the bureau’s aquatic and terrestrial natural resource programs. An employee in this class, independently, or as a team, performs a variety of assignments in the areas of forest management, wildlife habitat management, lake water quality and habitat management, invasive species management, stream enhancement and restoration, prescribed fire, insect and disease control, and recreation projects.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensures visitor safety, provides patrons with information, educates the public about park rules and regulations, and protects park resources.

Plan and implement aquatic projects and surveys, including existing (e.g. hydrilla) and emerging invasive species; lake habitat and artificial structure; shoreline stabilization, erosion, sedimentation, and nutrient reduction; reduction, monitoring, and testing of harmful algal blooms (HABs); stream enhancement and restorations.

Plan and implement vegetation management projects to promote the establishment of early successional forest habitat on park lands. Develop recommendations for conversion of agricultural lands to enhance habitat diversity.

Assist with geese and gull harassment and depredation, including permitting, addling, and monitoring.

Plan and implement projects and surveys including, but not limited to, tree planting, competing vegetation herbicide and mechanical suppression, deer fencing, wildlife habitat, forest stand improvement, and prescribed fires.

Partner and coordinate with cooperating agencies, organizations, and individuals and assist with related work within the watershed.

Obtain and maintain Pesticide Applicator License with the following required categories: park or school pest control (23) and aquatic pest control (9).

Assist with funding proposals and grant acquisition.

Provide restoration specifications including site preparation and recommended seed mixes, tree, and shrub lists appropriate for the desired habitat type and environmental conditions.

Independently or assisting a Park Manager/ Forester/ Resource Specialist/Aquatic Biologist, survey and mark improvement boundaries, herbicide spray blocks, and other habitat or regeneration project areas designated by a park manager, forest, resource program specialist, or aquatic biologist.

Independently or assisting a Park Manager/ Forester/ Resource Specialist survey invasive species, harmful algal blooms, existing vegetation types, forest stand improvement projects, and other projects using GPS equipment or other appropriate technology and reproduce the information in the form of maps and reports as required.

Independently plan or assist Park Manager/ Forester/ Resource Specialist in planning haul roads, lake and stream access, skid trails, and recreational trails.

Independently perform or assist Park Manager/ Forester/ Resource Specialist in collection of field data for stand and landscape analysis, wildlife surveys, vegetation surveys and monitoring, right-of-way and oil and gas monitoring, and the management of state park resources.

Assist in the development of resource management plans, program summaries, project assessments, recommendations, etc.

Enter data into electronic hand-held data collectors.

Plot surveys and draw appropriate maps.

Enter data collected into a commonwealth computer.

Participate in the implementation of recreation projects as directed.

Operate various computer programs relating to duties that include surveying with GPS units and processing of survey maps. Use GIS software and FIMS to produce maps as required.

Conduct vegetation typing on state park land through interpretation of aerial photographs and use of other remote sensing equipment.

Develop small-scall interpretive projects such as wayside exhibits, fact sheets, and youth programs, or regionally based educational programs and products for schools and public audiences.

Attend statewide management meetings and trainings as directed by supervisor.

Evaluate training needs and prepares and delivers training on program-specific subjects for field staff and the public.

AQUATIC MANAGEMENT
Employee will utilize watercraft (including kayaks, airboats, pontoons, etc.) as needed when conducting surveys, pesticide applications, and other related activities.

Work with partners to coordinate post suppression activities which may include the routine monitoring, site enhancements (e.g. rock socks, native plant propagation), long term strategic planning, and the use of emerging technologies.

FOREST PEST MANAGEMENT
Identify forest insect and disease problems encountered during routine work and report the information to a supervisor/ Park Manager/ Resource Program Specialist.

Assist with insect/disease suppression activities, surveillance flights, ground checking, and pesticide applications.

PRESCRIBED FIRE
Employee is directed to participate in prescribed fires and engage in the prescribed fire program, including training through the National Wildfire Coordinating Group courses.

Conduct surveys, inventories, and monitoring to develop proposals for park areas to be managed with prescribed fire for park and supervisor approval.

Plan and implement site preparation and line clearing in advance of prescribed fire.

Assist with pre-suppression, suppression, and mop-up activities for forest fires.

EQUIPMENT
Become familiar with the Bureau computer system as it pertains to assigned projects.

Make recommendations regarding the repair, service, or replacement of field equipment used for resource management projects, environmental education programs, and exhibits. Repair and maintain in good condition hand tools and equipment used to perform day-to-day activities.

Understand the Bureau's mobile and portable radio system and operate the same in a professional manner.

Perform maintenance work as directed including, but not limited to, operating ATV's, maintaining boundaries, deer fences, tree pruning, and brush removal.

Operate motor vehicles to travel to the various work sites and maintain in good standing a current Pennsylvania driver’s license.


MISCELLANEOUS
May operate as lead worker for a crew of other staff for execution of projects planned by Park Manager/ Forester/ Resource Program Specialists. These projects may include, but are not limited to, tree planting, landscape tree pruning, invasive and competing vegetation suppression, timber marking, seed collection, invasive pest suppression, and wildlife habitat management work.

Assist other Bureau personnel with projects and/or programs as directed.

Perform related work as required.

Travels to state park offices, park regional offices, DCNR offices and various remote meeting locations to meet with appropriate DCNR, state, federal, and private organization staff to assist with resource management planning, development, and project implementation activities.

Work is reviewed in progress and upon completion by supervisor through reports, conferences, and observations for quality of work, completeness, technical accuracy, attainment of goals and objectives, and compliance with Department Standards.

Essential Functions

 1. Operate a motor vehicle to travel to various work sites to perform assigned duties which requires a Valid Pennsylvania Class C Driver’s License
 2. Frequently traverse steep, rough, uneven terrain over long distances under varying climactic conditions
 3. Accurately collect data using forestry tools, including GPS and GIS equipment and techniques, and properly convey data.
 4. Apply silviculture, dendrology, and forest ecology principles and techniques in the field and conduct inspections of projects.
 5. Read, write, understand, and interpret technical forestry and wildlife materials, reports, plans, maps, specifications, and sales agreements.
 6. Participate in all aspects of prescribed burns.
 7. Communicate clearly with associates in both oral and written format and maintain effective working relationships with co-workers and the public.
 8. Correctly identify tree species, vegetation, and forest insects/diseases common to Pennsylvania and the Northeast United States.
 9. Maintain certified pesticide applicator license.
 10. Operate a computer and correctly use basic Microsoft software and programs.
