Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Overview: This highly responsible position is a manager over the following business process areas: Items Pricing Promotions Special Orders (SO) Licensee Online Ordering system (LOOP) These 5 areas of responsibility work within the following Oracle Cloud applications: Product Data Hub (PDH) – Items, Pricing, Promotions, Special Orders and LOOP Merchandising Foundation Cloud Service (MFCS) – Items, Pricing Special Orders and LOOP Oracle Commerce Cloud, Oracle Retail Order Management, Oracle Retail Order Broker (OCC, OROB, OROMS) – Special Order and LOOP Pricing Cloud Service (PCS) – Promotions, POS, LOOP, PDH Supply Chain Management (SCM) – LOOP, SO Oracle Order Management (OM in ERP cloud) – LOOP Cloud Financials (CFIN) – LOOP Supplier Portal – Item introduction and pricing. An employee in this position is responsible as the IT process owner and manager ensuring that Information Technology Service Management (ITSM) principles are applied to work performed by the team and the enterprise areas that the business processes represent. Work includes but is not limited to: 1. Designing, documenting, and maintaining business processes, system configuration, interfaces specifications, report specifications, and customizations. 2. Coordination with Business Owners, stakeholders and other process areas impacted by changes in business processes that the manager is responsible. 3. Analysis of quarterly and semiannual Oracle patches to determine if there is new functionality that the enterprise should take advantage of for the business areas represented by the manager 4. Analysis of quarterly and semiannual Oracle patches to determine impacts to current business processes. 5. Designing and orchestrating testing plans, testing, defect tracking and analysis and raising Oracle Service Requests (SR’s) as needed for projects and quarterly and semiannual patches 6. Ensures business processes compliance with agency mission, goals and policies as well as commonwealth policies. This position is differentiated from the supervisor in this area because of the broader latitude in decision making with limited supervisory guidance and reporting responsibilities to the Assistant CIO, CIO and Executive Director as warranted. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Facilitates meetings with stakeholders, IT and / or executive team members to illicit process requirements, improvements, and guidance. 2. Drives agreement and signoff on requirements and other project documentation. 3. Creates high-level project plans, governance structure and accompanying RACI (Responsible, accountable, consulted, and informed) matrices and RAID (Risk, Actions, Issues and Decision) logs 4. Ensure that team and cross project team resources are available and included in the project timelines 5. Leads team discussion on overall project solution for the areas of items, pricing, promotions, special orders, licensee online orders ($700 million a year and growing). 6. Works with the various teams to configure, customize, update and automate the processes the areas of items, pricing, promotions, special orders and licensee orders. 7. Prepares and presents process-related materials to IT Management, business leadership team members and Executive team members. 8. Prepares and presents project status reports, and other reporting for IT management, business leadership team members and Executive team members. 9. Manages the teams ongoing activities to ensure that IT and agency goals are met in accordance with project timelines or established deadlines. In addition, this includes the full range of supervisory duties such as evaluating employee’s performance, approving leave, etc. 10. Manages team to maintain configuration, security, tech specs for RICE objects, and other material related to business processes under the team purview. 11. Leads analysis of Oracle patching impacts to current business process, makes recommendations for changes and informs respective business areas of impacts. 12. Coordinates internal IT testing and business testing for Oracle quarterly and semiannual patches, changes to business processes, etc. as related to the areas supported 13. Performs other related duties as required. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. This position is provided broad latitude to: 1. Make decisions on which requirements should move forward as part of a project and communicates those decisions to the IT Manager and Stakeholders. 2. Directs the team and provides guidance on the overall Oracle solution to be meet the defined requirements. 3. Guides the development of high-level project plans to meet defined project timelines. 4. Researches and recommends Oracle best practices for the business areas supported. 5. Escalates to the IT Manager, Assistant CIO and / or CIO business area issues which impact project deadlines or cause system processing / integration issues. This position will try to mediate to find an acceptable solution or mitigate the risk before escalating. The incumbent uses his/her experience and skill in project management to lead in the planning of IT projects. He/she is accountable for the approval and sign-off of the project plan with team members and all affected project stakeholders. The incumbent implements project management best practices in directing the project, setting up appropriate controls, and actively managing risks. He/she is accountable for management of scope for the project and gaining agreement and approval of scope changes with team members and affected stakeholders. The incumbent is also accountable for the final project management evaluation review with stakeholders for approval upon completion of the project. 6. Decisions referred: • Decisions previously identified and reserved by the IT Manager. • Decisions previously identified and reserved by the Assistant Chief Information Officer, or superiors thereof. • Matters and decisions involving members of the Board, Legislature, the Governor’s Office, and Lieutenant Governor’s Office and their respective staffs. |
