Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Corporation Tax division of the Bureau of Business Tax Return Processing is responsible for the receipt and review of various corporation tax returns and coordinating notices. The section is also responsible for responding to telephone and written inquiries pertaining to Assessment Notices, return submissions and inquiries, filing frequency change/notices, etc. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Learns to receive and review various corporation tax returns and documents for compliance to state tax laws and regulations to determine liability. Makes necessary corrections and additions to the return so that the correct liability posts to a taxpayer’s account to deter a non-filer or assessment notice from generating. Learns to key corporate tax returns into PATH. Image reports. Learns to communicates with the Board of Appeals, Bureau of Business Taxpayer Accounting, Bureau of Desk Review and Analysis and Bureau of Audits to determine the correct course of processing. Learns to receive and process amended tax returns from correspondence. A line-item adjustment is completed to process new figures provided by the taxpayer which results in a credit condition or increase of the liability. If a credit condition exists, then the refund is approved by the Business Taxpayer Accounting Bureau. Learns to review various documents referred to the division by other bureaus within the department for compliance with existing tax rules and regulations. Learns to receive and review responses to non-filer notices by researching appropriate case files as outlined by the taxpayer. Corrects and notes account in PATH. Ceases accounts as necessary. Learns to communicate with taxpayers or their representatives by telephone or by correspondence to obtain additional information when required to either correct and complete return/document or to assist with preparing a return based on other information provided by the taxpayer. Learns to research files for information needed to correct a tax document or respond to an inquiry. Those sources include using the imaging, Bridges, PATH and various other computer applications. Learns to adjust tax accounts to reflect accurate information such as liability, correct address, filing frequency type, out of business date, etc. Learns to review Notices before Assessments are mailed. Learns to provide verbal and written correspondence while assisting taxpayers with file upload issues. Leans to provide assistance with legislative inquiries. Learns to provide assistance to taxpayers regarding how to complete forms, correct reporting errors and tax and filing requirements. Learns to examine request to determine and make appropriate adjustments based on state tax laws, rules and regulations. Learns to receive written inquiries and taxpayer documents which are manually imaged by the tax examiner. Learns how to receive Insurance Memos from the Department of Insurance. Research and adjust the taxpayer’s account from the memoranda. These memoranda advise the Dept. of a company that recently registered with the Insurance Department, merged with another company, changed name, or mailing address, or home office address, added or dropped authorization for a type of insurance, advising that the company is no longer authorized to do insurance business in Pennsylvania, or changing their state of domicile. Learns to assist the taxpayers with filing Corporation Taxes. Learns to posts return transactions to PATH. Learns to process suspended corporate tax returns in PATH. Learns to process Voluntary Disclosure returns along with account maintenance. Performs other related duties as required. Demonstrates a commitment to meeting expectations of the bureau/program’s customer(s) at all times. Applies LEAN thinking in day-to-day tasks. Remains mindful of internal controls and risk management when changes are made to a process. Demonstrates a commitment to the service-oriented culture of the Department. As needed, assist other divisions within Returns Processing, the Taxation Deputate, and other bureaus within the department to provide the best customer service possible. Treats others equitably and adheres to diversity and inclusion program requirements in the workplace. |
