Position Purpose:

The Regional Solid Waste Program Manager of the Southwest Region, which consists of 8 counties (Allegheny, Beaver, Cambria, Somerset, Westmoreland, Washington, Fayette, and Greene) is responsible for implementing, planning, developing, directing, coordinating and evaluating a multi-faceted solid waste management program.

The Regional Solid Waste Manager implements, directs, plans, and administers the provisions of the Solid Waste Management Act (Act 97), P.L. 380, The Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101), Household Hazardous Waste Funding Act (Act 155), The Infectious and Chemotherapeutic Waste Disposal Law (Act 93), The Waste Tire Recycling Act (Act 190) and the Waste Transportation Safety Act (Act 90).

The Regional Solid Waste Manager is responsible for implementation of the Waste Management Program as assured through management and supervision of two first level managers – the Operations Section Chief and the Technical Services Section Chief and one Planning and Recycling Coordinator.

The Waste Management Program is composed of the following major program components which are the Responsibilities of the Regional Solid Waste Manager:

1. The Hazardous Waste Program as defined in State laws and regulations and the Federal Resource Conservation and Recovery Act;

2. the Residual Waste Program as defined in State laws and regulations;

3. the Municipal Waste Program as defined in State laws and regulations;

4. the Resource Recovery Program as defined in Act 101;

5. the Municipal Planning and Grants Program.

Establishes clear and measurable performance expectations for Section Chiefs, and work through Section Chiefs to ensure that clear and measurable performance expectations are communicated to all staff within the Waste Management Program.

Ensures that cases are coordinated among Sections, and among all relevant regional programs, to provide effective use of statutory and regulatory authorities to accomplish appropriate outcomes.

Resolves conflicts between the Waste Management Program and other organizational units, or raise these conflicts to the Regional Director for resolution.

Communicates regularly with Program staff, either directly or through Section Chiefs, to ensure that they are aware of and are fully implementing Departmental policies and initiatives, and provide other general information that can enhance each employee’s ability to represent, and work effectively within, the Department.

Manages enforcement activities pursuant to the Pennsylvania Solid Waste Management Act of 1980 and other applicable State and Federal environmental statutes and regulations.

Timely enforcement actions are initiated by Regional staff to enforce compliance with relevant statutes and regulations. Such actions include Notices of Violations, Summary Actions, Orders, Civil Penalty Assessments, Consent Orders and Agreements and other civil actions.

Prioritizes Regional enforcement actions and establishes Regional enforcement strategies.

Regional enforcement actions are coordinated with legal staff, as appropriate.

Coordinates, when appropriate, with the Bureau of Investigation and Office of Attorney in criminal cases.

Regional enforcement activities are consistent with Departmental enforcement policies and procedures.

Establishes priorities and goals for the routine inspection of hazardous, residual and municipal waste treatment/storage/disposal facilities.

RCRA inspection and enforcement activities are coordinated with the Federal EPA when appropriate.

Community relations obligations are met and consistent with the Bureau and Departmental Policy and Procedures. These activities are coordinated with the Regional Community Relations Coordinator.

Liaison with municipal and county government officials in the preparation of Solid Waste Planning Grant Applications.

Participates in the review of Planning Grant Applications, along with Central Office staff, and prepares recommendations for Departmental action on applications.

Monitors the progress of Planning Grants and provide support services, as required, to grantees.

Distributes information concerning Resource Recovery Grants; provides assistance in the preparation of grant applications; participates in the review of grant applications; and monitors progress of grants after awards. These activities are coordinated with Central Office staff.

Coordinates staff participation in the Regional Response Team and other emergency response operations.

Serves as the focus of contact with other local, State, and Federal agencies concerning solid waste issues.

Prioritizes Regional solid waste permitting activities and establishes permitting strategies.

The issuance, denial, modification, and revocation of Solid Waste Permits as based upon the recommendation of the technical staff.

Establishes work load projections and assignment of Regional staff to accomplish program obligations.

Determines Regional equipment needs and submits requests to Central Office in conjunction with the Operations Manager and the Technical Services Manager.

Coordinates with Central Office staff to provide training schedules for the Regional staff to see that they are properly training to perform their duties.

PAyback and Permit Management:
• Manages regional program permitting process.
• Manages the permitting workload by analyzing PowerBI data and other tools to assess the status of pending permit applications. Takes appropriate measures to process permit applications timely and consistent with standard operating procedures while preventing a permitting backlog.
• Establishes clear measurable performance goals for permit review staff.
• Implements Standard Operating Procedures (SOPs).
• Manages workload and suggest new General Permits.
• Reviews deficiency letters.
• Meets or exceeds performance metric

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

The Regional Director assigns goals and priorities that are to be carried out on a regional basis to comply with the overall state-wide Waste Management Program. Initiative and independent action of the Regional Solid Waste Manager are required to accomplish program objectives. Work is reviewed upon completion by the Regional Director through reports and conferences for attainment of goals, objectives and overall program quality.
