Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews designs for proposed driveways for compliance with all regulations, publications, manuals, standards, and engineering guidelines. Conducts scoping meetings with applicants, in-house staff, consultant engineers, and municipalities, for proposed occupancy of or access to highway right of way. Assists County Maintenance Organizations with driveway corrections causing safety issues such as water or ice deposits. Processes and issues occupancy permits and maintains the permit records and files, processing of fees, and the preparation of regular and special reports. Reviews and determines if security and what amount of security such as a bank letter of credit or escrow account will be required based on the nature and scope of the proposed work. Determines security amounts based on engineering cost estimates and potential restoration requirements. Reviews, makes necessary changes to, and submits requests for security to the Office of Chief Counsel for approval. Reviews Certificates of Insurance and insurance policy endorsements to verify insurance on permitted projects. Trains staff to operate various tools and measuring devices such as laser range finders, slope measuring devices, measuring wheels and distance measuring devices. Reviews adjacent properties that will be affected by proposed development and assesses the need for an access and/or drainage release. Determines whether indemnification is appropriate in lieu of a release. Reviews access, utility, and drainage releases and indemnification agreements for proper execution. Reviews proposed subdivision plans and determines if the number and arrangement of driveways requires property owners to execute an access covenant where necessary. Understands legal requirement for proper use of an access covenant. Reviews and determines if limited access and interstate permit submissions adhere to the Federal Highway Administration (FHWA) Exemption Agreements. Recommends the approval of limited access and/or interstate permits. Reviews and recommends joint use access easements and agreement for occupancy permits where an access may occupy two or more parcels of real property. Reviews and recommends indemnification agreements for permits where a waiver/modification of design requirements is needed due to interference with access, drainage, or utility permits relating to a facility owner. Reviews, recommends, or denies requests for waivers of design requirements based on regulatory factors and tort law. Reviews and recommends consultants’ permit applications and inspections. Participates in pre-construction meetings on major permit projects and monitors the work during construction. Conducts final inspections of major permit projects and verifies documents for compliance. Determines the Right-of-Way conveyance method that is appropriate to the project such as deed fee simple or easement on occupancy projects. Ensures permits that require notarization and recording at the County Court House are completed appropriately. Coordinates approved detours and traffic control patterns with construction, maintenance, and other permit projects to avoid conflicts with could cause delays to completion. Coordinates solid waste and landfill access and transportation impact study reviews with the Department of Environmental Protection. Conducts periodic training with County Permit Managers and Inspectors on permit regulations and related topics. Prepares correspondence. Participates in and represents the District at Statewide Permit Managers Standards Committee meetings. Performs other related duties as assigned. Evaluate contractor operations: -Immediately stop unsafe actions -Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: -Immediately stop any unsafe actions. -Incorporate safety into all discussions, deliberations, and decisions. -Continuously communicate the safety direction. -Inspire employees to be a MODEL for safety. -Encourage and support safety initiatives and programs by participating and involving staff. -Recognize safety daily. -Acknowledge EXTRAORDINARY achievements. -Learn and improve through After-Action Reviews (AAR’s) -Enforce accountability. Succession Planning: (Employees) Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) (Employees): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.50/8.0-hour day. |
