Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This is a professional education evaluation research position that supports and assists the Educational Research Associate 2. The evaluation research work involves leadership in defining, planning, developing, and managing complex and sensitive evaluation research methods, criteria, and studies, and the State Performance Accountability System of Career and Technical Education. This position assists in the coordination with the US Department of Education and the sub-committee of the State Board of Education for Career and Technical Education on issues and mandates for the State Performance Accountability System as defined in the federal and state laws and regulations. Provide leadership and assistance in evaluation and research activities in the Division of Data Analysis, Assessment and Contracts. This includes: Assume responsibility for Title I Perkins indicators of performance and Accountability and other state and federal performance indicators, as requested. Assure a skilled workforce through quality Career and Technical Education (CTE). Assist in the preparation and monitoring of programs and associated budgets for NOCTI, Industry Credentialing, and Perkins. Identify the appropriate research and evaluation design and methods of analysis for conducting research and evaluation. Serve as a consultant on educational research, and evaluation and educational research design and methodology of various career and technical educational projects. Assist in the preparation of the Consolidated Annual Report for Career and Technical Education. Assist in the planning and implementation of workshops for local school administrators. Analyze and evaluate data relating to the State Performance Accountability System of Career and Technical Education and the bureau’s role in the PA Skills Certificate (PSC) program. Act as a liaison with NOCTI, industry test providers, and local PSC coordinators regarding policy and procedures in administering the Job Ready Assessment Instrument. Use computer applications and/or specialized computer programs to analyze data as required for special reports. Disseminate pertinent research and evaluation findings and reports at workshops and meetings. Assist in the development of research and evaluation methods for assigned projects relating to state performance accountability and quality management systems. Prepare written research and evaluation reports using appropriate language and methods for publications that address mandates in career and technical education laws and regulations. Participate in adult/postsecondary accreditation and civil rights monitoring visits as requested. Perform other related work as assigned by the division manager and/or bureau director. |
