Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Reviews, processes and approves license renewal applications and related documentation in support of the selective liquor licensing program administered by the Pennsylvania Liquor Control Board through the Bureau of Licensing's Licensing Evaluation Division. Typical examples of work include renewals, change of officers (club), corrections to licenses, approval of managers, and various permits. No new licenses or transfers or licenses are done at this level. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Examines, evaluates and approves applications for different types of licenses and permits as mandated by the Liquor Code, subsequent amendments and by the adoption of Board regulations, precedents and policies, controlling the manufacture, purchase, transportation, storage, delivery, sale and consumption of liquor, alcohol, and malt or brewed beverages. Work is performed independently on routine assignments and more direct instructions are received only for new types of duties. Examines applications, supporting documents, and fees for the various types of licenses and permits processed in the Bureau to determine their correct execution and eligibility of the individual applicant or corporation and the premises to be licensed for the license or permit as set forth in the application. Examine and determines the acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, and opinions, liens and writs. Examination of the pertinent files for complaints, convictions, citations, suspension, appeals, hearings and any other irregularities or pending action which affect the eligibility of the applicant and/or premises as well as for any other pending applications. Summarizes discrepancies in the form of a decision sheet and prepares correspondence regarding deficiencies and requests reinvestigation when necessary. Approves applications for renewal licenses and permits and certain types of new permits such as amusement permit, Sunday sales permits, off premises sales permit, and extended hours food license, when all statutory and regulatory requirements are met and the application, supporting documentation, and fees are in proper order. Reviews investigative reports to determine adherence to statutory, regulatory and policy requirements. Issues approval and authority to operate and arranges for delivery via mail, facsimile equipment, personnel messenger, and overnight mail delivery services. Prepares resumes of complex cases for referral to upper level management personnel for review and advise as to approval at the administrative level or referral to the governing board or hearing examiner. Compose requests for investigation, letters, and other correspondence pertaining to licensing matters. Re-examination and approval of applications, supporting documents, and fees when resubmitted after correction by the applicants, and their attorneys. Examination of additional applications and supporting documents or fees required for completion of processing an application for certain licenses or permits. Utilizes the POSSE system to research applications and to effectively monitor the status of and/or process and pending applications. Maintain daily and weekly reports for all work accomplished. Possess a working knowledge of the Information Desk and be able to support the assigned staff as required. Support the Pennsylvania Liquor Control Board by answering inquiries by the applicants, licensees, attorneys, legislators, and the general public. Performs related work comparable with the classification and assists others as required. |
