Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews and analyzes maintenance operational data, asset management information, and business performance measures and provides recommendations to District executive staff regarding resource utilization, process improvements, operational effectiveness, and continuous improvement initiatives. Administers and directs districtwide maintenance performance management activities through the review, analysis, and evaluation of Maintenance Accreditation Performance Index (MAPI), Roadway Management System (RMS), Pavement Asset Management System (PAMS), dashboard measures, and other operational data. Develops performance standards, monitors achievement of maintenance objectives, identifies operational deficiencies, and recommends corrective actions and process improvements to District executive management to improve the effectiveness of maintenance operations. Supervises the Maintenance Services Unit consisting of Safety, Training, and Data Analysis functions. Plans, organizes, assigns, prioritizes, and evaluates the work of professional and technical staff supporting district maintenance objectives. Develops, implements, and monitors districtwide maintenance performance measures, quality assurance processes, and reporting systems used to evaluate maintenance operations, roadway asset condition, resource utilization, and achievement of strategic maintenance objectives. Coordinates and directs districtwide maintenance performance improvement initiatives through the review and analysis of operational data, asset management information, and roadway program performance measures. Provides guidance to County Maintenance Organizations regarding achievement of maintenance objectives, implementation of process improvements, and adherence to performance standards. Ensures office staff, managers, supervisors, employees, safety committees, accident review panels, and building evacuation teams are fulfilling their responsibilities in safety and training programs. Chairs the accident review committee that reviews District accident and injury reports and recommends corrective actions and referral of safety violations. Manages the District scorecard and dashboard results. Recommends process improvements to executive staff when necessary. Assists the Assistant District Executive for MAPI by ensuring that the County Maintenance Managers meet their required objectives and provides requested information to Central Office. Serves as the District lead for Roadway Asset Management data analysis and recommendations to the District Roadway Committee. Serves as the District point person for PAMS and RMS analysis and provides recommendations based on roadway asset condition, performance measures, and maintenance operational needs. Works with Design staff on digital delivery initiatives that correlate to asset management and provides recommendations on incorporating that data into future asset management strategies. Serves as the District chair for innovations. Works with all divisions on new technology and various Artificial Intelligence (AI) applications to provide guidance and recommendations on implementation within each unit. (AVL, PDCC, Digital Delivery, Lidar, Drone Photogrammetry, etc.) Ensures that proper attendance, call off, and leave scheduling procedures are followed for subordinate staff, starting and stopping times, breaks and meal periods are observed; ensuring effective use of staff and facilities for most cost effective and efficient operations to minimize nonproductive and down time and providing recommendations to District for improvement. Interprets rules and regulations, policies and procedures, and standards/objectives of program functions and Department/Commonwealth directives to subordinates. Ensures internal and external customers are provided with prompt and courteous service, reviews written or oral requests for information to determine proper response and conformance with confidentiality requirements. Manages and performs the activities to fulfill the requirements identified for this title in the District’s Strategic Environmental Management Program (SEMP) Manual for Sound Environmental Practices. Supports the efforts of the County Maintenance Manager to disseminate and incorporate new or revised SEMP procedures, processes, and tools into the county and stockpile copies of the District’s SEMP Manual for Sound Environmental Practices. Also fulfills the environmental management requirements designated for this title in environmental training programs. Performs other duties as assigned. Safety: 1. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
