Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides specialized, technical, and advanced clerical support for one or more Workers' Compensation Appeal Board (WCAB) Commissioner involving varied and complicated legal issues. Works independently within established procedures, timelines, and guidelines and determines priority of work assigned and completes accordingly. Work normally involves making independent decisions concerning the processes to be followed, appropriateness of the information to be processed and the actions taken. Has a general knowledge of the Workers’ Compensation Act, the Board’s rules, and the Board’s Policies and Procedures. Receives and checks assigned cases for accuracy of the pleadings and the exhibits within the administrative record and prepares file folders physically or creates them electronically and is the custodian of the legal administrative file. Utilizes the Workers' Compensation Automation and Integration System (WCAIS) case management system to continually maintain, monitor, and manage one or more Commissioners’ caseloads with up-to-date status by immediate data input on each case following the assignment from the hearings. Maintains required case files of appeal and petition cases in an organized system for handling WCAB cases and documents. Frequently monitors and reviews WCAIS notifications concerning uploaded or scanned in documents associated with a case. Reviews document thoroughly to ensure it is associated to the correct case and contains the correct information. Communicates any actions that may need to be taken to assigned Commissioner(s) or Central Office staff. Monitors and participates in electronic/virtual hearings to ensure all participants can access and log on timely and correctly in order to participate. Reviews the testimony, depositions, and exhibits (TED) in WCAIS for completeness and accuracy of the files assigned to the Commissioner(s), ensuring all the TEDs are with the file in order for the Commissioner(s) and Opinion Writer(s) to perform their review and draft an opinion for circulation and signature. Readily requests missing documents from the Workers' Compensation Judge's office or one of the parties of record. Utilizes Word program on PC for general office correspondence and reports and finalizing of draft opinions, readying draft opinions for circulation and signature by the authoring Commissioner and corresponding Commissioners to achieve a quorum. Proofreads the draft opinion document for accuracy, grammar, content structure, and punctuation. Ensure legal terminology, legal citations, and medical terminology are utilized correctly. Contacts Deputy Chief Counsel and assigned legal staff writer to ensure submission of an accurate and finalized draft opinion for the Commissioner’s review and approval before circulation to other Commissioners. Upon receipt of an approved draft opinion, reviews the case file for accuracy and completeness, and verifies or updates parties' addresses before publishing the opinion to all parties of record. Monitors cases during the circulation process to make sure no comments are occurring which would require the case to be added to the Administrative Meeting for discussion by the Commissioners. Independently publishes orders for appeals or petitions that are withdrawn. Closes out case accordingly. Prepares out service training documents for the Commissioner(s) to attend required and necessary training sessions. Affixes appropriate documents and routes for signature. Submits required documents upon completion of the training to the Training Officer. Makes travel arrangements for the Commissioner(s) as needed. Upon Commissioner(s) return, completes and submits the travel expense voucher with the required documentation for the Commissioner(s) to receive reimbursement. Prepares case files for appeals to the Commonwealth Court ensuring all Testimony, Exhibits, and Depositions (TED) are with the record and sends any physical records to the Central Office. Courteously handles telephone calls from individuals seeking information about appeals, petitions, or procedural matters pending before the Board and provides appropriate and tactful responses. Exhibits knowledge of WCAB-relevant statutes, regulations, rules, and procedures. Reviews Board, Commonwealth Court, and PA Supreme Court decisions regarding proper procedures for analyzing case records. Monitors physical office for maintenance and upkeep issues; maintains office supplies and orders required items as needed. Maintains office equipment and maintenance of said equipment ensuring it is in good working order. Prepares inventory reports of pending case totals, decided cases, etc. using WCAIS and/or manual tracking for Commissioner(s), the Chairman and/or the Secretary of the WCAB. Custodian of all administrative records. Processes all incoming and outgoing mail for the office. In most cases, utilizes a postage meter for outgoing mail. Prepares boxes and envelopes for the courier service. Ensures mail is ready for scheduled pickups and is processed in the most efficient and expeditious manner. Maintains files for pending and completed cases and other reference materials including transmittals and copies of mailed opinions, orders, and all correspondence. Maintains contract writer materials and invoices if necessary. Forwards the appropriate documentation to the WCAB Secretary for payment of the contract writer invoices. Maintain office repair requests, shredding, and landlord correspondence. Performs other duties as required. |

Works independently to prioritize work and is the sole support person for one or more Commissioner(s). Researches and responds to all incoming telephone and written inquiries. Prepares written responses for the Commissioner's signature. Assigns cases to legal staff. Publishes cases upon completion of the circulation and signature process. Reviews new miscellaneous and rehearing petitions to determine if prior appeal records are required to proceed and to enlighten Commissioner(s) as to the nature of the petition. Researches and retrieves prior records from the Central Office or Records Center when necessary. Contacts parties if documents are missing or if there are any irregularities involving the records. Also contacts parties with regard to supersedeas petitions if needed. Proofreads all typed materials. |
