Position Purpose:

The employee in this position serves as a District Manager within Store Operations at the Pennsylvania Liquor Control Board (PLCB). This position will be responsible for driving profitable sales growth in stores throughout the assigned district. This position has full accountability for the key financial results of the district and will be responsible for the overall leadership and development of the store management teams within the district by building an independent, high-performing team that is dedicated to achieving results and supporting agency strategies.

Description of Duties:

Creates and maintains a diverse, high-performing district team through consistent selection, development, and motivation.
Creates and drives a culture within district focused on providing exceptional customer experience.
Conducts store visits and meets with store management at a frequency consistent with the store grade, but no less than once per quarter to observe the following: Financial/Business Drivers including employee behaviors in relation to customer experience model, Talent and Operational review. (i.e. condition of the store, inventory, marketing displays, employees, and adherence to centralized policies and directives)
Ensures Fine Wine and Good Spirits retail locations adhere to laws, rules, regulations, and policies.
Provides coaching, mentoring, and overall direction of accountabilities to meet district and agency goals.
Effectively communicates agency business and financial objectives to store management and staff.
Analyzes district and store performance in order to deliver appropriate feedback to store and regional management.
Develops a district strategy to meet all agency goals and objectives.
Leads the store management team in the district to meet sales/payroll budgets through appropriate execution.
Fosters a selling culture throughout the district, ensuring a positive customer experience that meets and exceeds every customer’s expectation.
Articulates the vision and ensures execution of brand visual standards consistently.
Partners with Loss Prevention to ensure adherence to loss prevention policies and procedures and proactively identifies trends that support achieving regional shrink goals.
Cultivates an environment of open communication and drives the performance management and development of associates within the region.
Oversees the implementation of new operational policies and procedures.
Performs the full range of supervisory duties, including but not limited to; assigning and reviewing work; writing employee performance reviews, participating in disciplinary actions, coaching and scheduling.
Represents the agency in a professional and positive manner.
Available for the team seven days a week during regular business hours and respond to any emergencies after hours.
Performs related work as required.
