Position Purpose:

The Bureau of Benefits Administration (BBA) is responsible for gathering, reviewing, analyzing, updating, and adjusting monetary and non-monetary member and employer reported data in both the member and participant accounts to eliminate errors or inconsistencies. The data being adjusted or verified may also result in a receivable or credit in the employer, member or participant account and is used as input in determining actuarial rates for the agency. Because production work is cyclical and subject to legislative changes, work staff may be assigned to perform a variety of tasks in other business areas based on PSERS operational needs.
While the primary focus is maintaining accurate data in the member or participant account this position generally performs a variety of critical duties in the review, analysis, control, and reconciliation of financial data, member affiliate, and employer records and information supplied to the general ledger for posting to the member savings account, DC Plan and accounts receivable for posting to the employer account.

Understand, interpret, and apply the provisions of the Retirement Code, rules, regulations, PSERS legal opinions, business rules and procedures as they relate to member and participant account and employer reported data, benefit eligibility, and benefit determination. *
Perform a review of multiple service requests to determine eligibility.
Establish and maintain effective working relationships with coworkers, other agency staff, members, and school districts. *

Ensure that written and oral communications are clear and presented in a logical and organized manner following procedures where provided. *
Participate in the design of new business processes and system enhancements; serve as a subject matter expert; communicate business requirements; recommend screen design/layout, data validations, report formats, and form and letter design and content; participate in the review, analysis, testing, implementation, and monitoring of V3, and Workflow. *
Demonstrate process knowledge of all technical functions performed throughout the agency as it pertains to data verification, benefit estimates, benefit calculations, refund of contributions and interest, and purchase of service. *
Apply knowledge of the bureau’s application software tools such as V3, Workflow, Workflow Query, Pension Query, Microsoft Office, and Imaging and apply that knowledge to accomplish assigned job duties. *
Apply application software knowledge of Third Part Administrator Sponsor Web System used to gain participant account knowledge necessary to complete job duties. *
Assist with work in other units within the bureau during times of significant backlog, special projects, process redesigns, reconciliation or legislative proposals as assigned.
Participant Account Review unit is comprehensive and handles virtually all components of participants DC Account. This unit is responsible for monitoring all data coming into the DC Plan.
PAR is the main point of contact for all TASK submitted through the Third Party Administrator Sponsor Web (currently Voya).
Perform other related work as assigned.
Instructs employer on law, rules and procedures related to the Public School Employees’ Retirement System. These include, but are not limited to, rules for membership eligibility, calculating service time, determining retirement covered compensation, employer billing on the purchase of service credits, DC Plan losses, and corrected employer account billing though the Third Party Administrator.
Instructs employers on how to communicate and format member demographic records, contract records, work reports and work report adjustments through web based reporting systems for PSERS and the Third Party Administrator.
Resolve employer reporting problems and track compliance of employers to submit timely reports ad required. Coordinate work with PSERS fiscal account staff if reports or payments are delinquent.
Determine where employer funds are allocated when DC Plan corrections occur.
