Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Designs and develops complex geospatial products and oversees the planning, coordination, and execution of geospatial projects with program-wide impact.
Supervises Geospatial Specialists performing technical and analytical work in geospatial systems, within the Photogrammetry Surveys Section of the Engineering Automation and Services Division in the Bureau of Construction and Materials.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conducts advanced geospatial analysis and/or oversees geospatial analysis using spatial model development, data fusion, bare earth modeling, and topographic feature recognition in the development and presentation of geographic solutions.

Plans and executes contracted and in-house 3D modeling/mapping projects and customizes Geospatial acquisition and evaluation based on District requests.

Coordinates with Engineering Automation Engineer to maintain UAS equipment inventory list, PennDOT certified remote pilots list, UAS risk analysis forms archives and UAS flight tracking. Assists in remote pilot certification. Supports Districts in Unmanned Aerial System (UAS) data mapping and modeling.

Assists in maintenance of geospatial raw data archives, survey control inventory and project management tools through the Section website. Assists in website development and Geographic Information System (GIS) graphics interface.

Manages Unit work tasks for each project and direct Unit's staff to ensure due dates and customer expectations are met.

Organizes, implements and maintains a training program of on-the-job and group instruction in all phases of aerial mission planning, aerial triangulation, compilation, mapping, editing, 3D modeling and preparing deliverables necessary for mapping activities.

Participates in the Section's yearly manager’s strategic planning sessions and provides information to be incorporated into the Section's strategic plan.

Continually evaluates the efficiency and effectiveness of 3D modeling/ Photogrammetric Geospatial Mapping unit's operations.

Manage service purchase contract for piloted aerial photography and lidar data acquisition.

At direction of the Section manager, manage open end contracts for geospatial mapping including open-ends contract development, negotiation, and work order execution.

Provide internal work order scopes and estimates.

Negotiate individual work orders and conduct final quality assurance of consultant geospatial projects.

Functions as the program lead in design, interpretation, and application of geospatial data models to assist Districts in planning in Highway design, Maintenance and Construction projects.

Identifies, develops, and stores standard data models and scripts used by Geospatial Specialists for routine analysis and visualization assignments.

Coordinates with information technology staff to develop geospatial and GIS-related applications for Section management, inventory management and project management.

Plans and oversees geospatial mapping projects that involve analyzing unique and extensive user or project requirements; developing a data set acquisition strategy; developing a modeling strategy and reporting, tracking, and presenting project results to agency leadership.

Creates, maintains, and communicates clear standards for Computer Aided Design and Drafting (CADD) modeling to geospatial analysts and open-end consultants.

Identifies data sources and supervises the acquisition, integration, quality assurance, and implementation of geospatial data.

Works closely with the information technology group to develop and oversee the implementation and maintenance of functional standards for geospatial applications, hardware and software, geospatial data, and geodatabases.

Partners with information technology and program staff to comply with Informational Technology (IT) and CADD standards and best practices.

Establishes quality assurance and quality control procedures for geospatial data and mapping models.

Oversees the publishing and deployment of new applications and releases of Section internet applications.

Serves as team member and subject matter expert on program or agency projects and applications that require a geospatial component.

Develops and oversees testing of new geospatial software packages, technologies, versions, and data capture techniques for mapping production.

Applies commonwealth information technology policies and security standards to work assignments.
Provides training, job aids, and technical support and guidance to Geospatial Specialists.

Develops and oversees the implementation of training plans for remote sensing model users based on technical, and project needs analysis.

Supervises the creation, maintenance, and sharing of geospatial metadata that adheres to agency and commonwealth standards.

Participates in geospatial user groups, conferences, and continuing education courses to remain current on best practices.

Stays current on industry best practices and government regulations with regards to the various Geospatial technologies implemented.

Reviews the Department's Pub 122 (Survey and Mapping Manual) annually for outdated procedures, develops new procedures, specifications, and advises Section Chief accordingly.

Performs the full range of supervisory duties.

Performs related work as required.

Work is assigned by the Section Chief via oral communication and/or written memorandum. Works independently with minimum supervision. Tasks are monitored by monthly progress reports.

Improves operations by implementing changes in utilization of Section personnel, operating procedures and equipment techniques.

Develops and maintains a daily workflow schedule for the unit.

Evaluates and recommends overtime requirements needed to meet customer project delivery dates to the Section Chief
