Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides statewide guidance and support to Bureau of Forestry staff in the administration, coordination, and management of State Forest land Rights-of-Way licenses, easements or road use agreements for natural gas transmission, distribution or liquified pipeline and cathodic protection Right of Way projects and other utilities (i.e., electric transmission, electric distribution, water or sewage pipeline, etc.) and Right of Way.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1.Coordinate Natural Gas Pipeline and Utility Rights-of-Way Projects.
a.Serves as Central Office point of contact, and team lead, for large-scale/major natural gas pipeline and utility projects.
b.Reviews proposals for rights-of-way applications, renewals or transfers needed to maintain efficient operations.
c.Performs analysis and acts as lead negotiator of rights-of-way project proposals to ensure compliance with all appropriate laws, regulations, and policies governing the State Forest.
d.Conducts field district office or on-site rights-of-way meetings as needed.
e.Develops and implements guidelines regarding appropriate and allowable use of the State Forest for rights-of-way.
f.Reviews bonding instruments for leases, licenses, grantees or users.
g.Evaluates surface and subsurface ownership of State Forest land.
h.Reviews and approves lease, license or other legal instrument terminations.
i.Builds and maintains rapport with DCNR - Office of Chief Counsel.
j.Updates, keep informed or briefs higher level staff of project progress or issues.

2.Develops, Offers and Awards State Forest Land Use Agreements.
a.Serves as a Central Office contact for State Forest land use agreements.
b.Reviews land use proposals to ensure implementation of the laws, policies and procedures governing the use of State Forest lands.
c.Develops and implements guidelines regarding appropriate and allowable use of the State Forest for rights-of-way.
d.Conducts field district office or on-site land use meetings as needed.

3.Natural Gas Transmission, Distribution or Liquified Pipeline Cathodic Protection
a.Reviews proposed cathodic protection system project design
b.Negotiates viable alternative design or construction methodologies.
c.Ensure ecological, recreational and forest operational values are addressed.
d.Drafts, offers and awards appropriate or necessary legal instrument(s).

4.Data Management
a.Ensures administrative record upkeeping of physical files and electronic data systems.
b.Tracks and updates history and accomplishments of projects and data files.
c.Assists others in database management.
d.Performs correspondence with external licensees, lessees, grantees and Bureau of Accounting & Fiscal Management - Comptrollers Operations.

5.Other Duties in Support of the Above Programs.
a.Corresponds with staff within DCNR, State, Federal or regulatory agencies, existing or potential licensees, lessees, easement holders, grantees, users and others to maintain effective working relationships and resolve issues or problems.
b.Maintains organized and complete administrative records in both written and electronic format.
c.Conducts field district office visits to ensure program implementation, training and adherence to established policies and procedures and produces debriefings or associated field reports.
d.Prepares or delivers correspondence in response to questions from all interested persons (i.e., internal, public, government, lessees, licensees, easement holders or other interested parties).
e.Recommends and implements changes in procedures, processes or critical paths.
f.Drafts, updates and organizes Program Section manuals or resource management tools.
g.Provides support to other program areas, Bureaus or sister agencies.
h.Coordinates, consults or shares information on land use projects with appropriate DCNR field and central office staff, involved parties within DCNR, Commonwealth or Federal entities.
i.Ensures the mantra avoid, minimize, mitigate land use impacts to State Forest resources, uses and values.
j.Leads or acts as a technical consultant in Interdisciplinary Team meetings.

6.Conducts support activities for the development and maintenance of other projects and other duties as assigned.
a.Assists other Division staff as needed or Operations Section - Forest Program Specialists or Natural Resource Program Specialists with State Forest Road Use, Water Use, State Forest Leased Campsite Use, State Forest Building Occupancy – inventory and disposal, and waste tire disposal.
b.Conducts planned or urgent field visits to address issues, observe program efficiency or support field staff.
c.Plan, develop and conduct training of other related programs as necessary or required.

Decisions are made daily on the most effective way to prioritize tasks that meet the mission of the Bureau of Forestry. Decisions include as to whether existing or desired land use meets guidelines, policies and procedures, selection of legal instrument type, rejecting or approval project land use proposals, environmental/ecological, recreational or forest operational impacts consideration, public safety or legal framework. Decisions that are deemed controversial or that deviate from guidelines, policies and procedures are referred to higher level staff, and then, if necessary, the DCNR Office of Chief Counsel.
