Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provide direction regarding Air Quality and Federal Initiatives to other CPDM sections and divisions as well as other PennDOT bureaus and districts. Coordinates and acts as chief liaison with other federal, state, regional and local transportation planning and environmental agencies in the implementation of federal transportation and environmental policy. Manage, oversee and schedule the activities involved with the biennial update of Air Quality conformity determinations on Transportation Improvement Programs and Long-Range Transportation Plans. Direct periodic amendments to conformity documents as necessary. Manage the development, implementation and update (as necessary) of the Transportation Conformity State Implementation Plan (SIP). Oversee MPO air quality model development efforts. Develop in-house emissions modeling expertise (i.e., conformity, CMAQ analyses, etc.). Support the efforts of the PA Department of Environmental Protection (DEP) in the development and implementation of Ozone Action Programs, emissions inventory and budget issues, SIP development, and other mobile source air quality modeling issues. Manage Federal Performance Measures for System Performance. Direct the implementation of the CMAQ and Carbon Reduction federal funding programs. Manage and coordinate, with other applicable areas of the Department, on resiliency efforts including the federal PROTECT program. Provide direction and leadership to the Department’s Transportation Demand Management (TDM) efforts, including DVRPCs and SPCs TDM Programs and Management of their Transportation Management Associations (TMAs). Represent the Department at various meetings with state, federal, regional and/or local officials and serve as Chair of PennDOT’s Air Quality Work Group and Carbon Reduction Work Group. Directs the development of briefings, correspondence and presentations as needed to decision makers on items relating to the Clean Air Act and federal programs under the position’s purview. Review and analyze existing and proposed laws, regulations and guidance relating to major transportation issues and air quality for their impact on the Department and the Commonwealth. Oversees and provides direction to subordinate positions in the implementation of the federal Transportation Alternatives Set-Aside Program, Recreational Trails Program and Scenic Byways. Oversees subordinate position in the coordination with Transportation Management Associations (TMA). Manage national transportation/air quality training activities for PennDOT central office and district staff, MPO/RPO, transit authority, and other parties. Assist the Division Manager, Bureau Director and Deputy Secretary for Planning in air quality and federal initiative duties as required. Provide support to the PennDOT Executive Committee on air quality and federal initiative -related matters. Manage other federal programs related to IIJA and any future transportation legislation, including Scenic Byways, Federal Safe Routes to School, Recreational Trails, and the Transportation Alternatives Program. Workforce and Succession Planning Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Supervise staff that oversees the development, implementation and operations of these programs. Perform other related duties as required. |
