Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides heating and cooling to the Farm Show Complex, using gas-fired hot water boilers, gas-fired hot air systems, heat pump and chilled water systems and DX air conditioning systems accessed manually or through the HVAC computer controls. Oversees Utility Plant Operator I's and Utility Plant Helpers. Cooling Season; Mon to Fri 7 am to 3 pm Event calendar may require 2nd and/or 3rd shift participation along with Sat and Sun work shifts. Heating Season; Mon to Fri 3pm to 11pm |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Regulates plant operation as required to maintain proper heating and cooling of the facility. Provides supervision to semi-skilled and unskilled U.P.O.I. and U.P.H. employees in making adjustments and repairs to boilers, chillers, pumps valves, fittings and other auxiliary equipment. Oversees and maintains a hands-on role in completing any maintenance or repair of mechanical equipment related to the boiler, chiller or HVAC systems. Reads gauges, charts and computer program information and determines by interpretation of this information any changes that need to be made to provide safe and efficient operation of the heating or cooling systems during assigned shift. Supervises and/or completes testing of boiler water to assure proper chemical levels are maintained to prevent damage to the boiler facility. When necessary, adds chemicals to maintain proper levels according to pre-established guidelines and previous skill development. Supervises and/or completes testing of closed loop heating systems, closed loop chilled water systems and cooling tower water systems to assure proper chemical levels are maintained to prevent damage to any of these systems. Supervises and assists in housekeeping tasks to assure a strict housekeeping routine is completed. Assists with and supervises a preventative maintenance program under the supervision of the Refrigeration Plant Supervisor. This involves assisting and directing lower level employees in task completion. Operates chiller plant and related equipment on an as-needed basis 24 hours per day, 7 days per week according to scheduling needs. Makes recommendations for changes in operations to provide for a safer and more efficient utility plant operation. Fulfill all required and suggested training opportunities to further knowledge of the trade. Assist the HVAC Supervisor, Technician, and Specialist to gain knowledge and experience in the trade. Apply lean tools to day to day tasks when a process has been identified for improvement. Performs related duties as required. Makes decisions pertaining to the safe and efficient operation of all utility plant equipment on an as-needed basis. Decides course of action to be taken as situations arise involving malfunctioning equipment, such as utilizing Farm Show Tradesmen or phoning Utility Plant Supervisor. Work is typically assigned at the beginning of the work shift by verbal direction. Occasionally, instructions are given in writing. Work period assignments may change when emergency situations arise. Supervision is conducted on an ongoing basis by observing the completion of assigned work. Work is assigned according to classification and employee proficiency. All work completed in the Utility Plant Operation is the ultimate responsibility of the Utility Plant Supervisor. Continual supervision is completed on a daily and a weekly basis. Assignments are given according to mastery of position responsibilities. Constant scrutiny is performed to assure mastery of necessary skills. Semi-annual and Annual Performance Evaluations are completed in accordance with Commonwealth Employee Evaluation Policy. |
