Position Purpose: Describe the primary purpose of this position and how it contributes to the organizations objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is assigned to the Database Management Section, within Technology Services Office for HHS Delivery Center and functions as a database analyst for the DHHS Delivery Center. The Database Management Section maintains mission critical database environments 24x7, 365 days a year. This position will provide support to ensure overall continuity in database design and data integrity, adhering to database security and best practices, ensuring daily operations are successful and implementing efficient and effective databases across multiple centralized and distributed platforms as it relates to supporting the Departments business and functional needs. The open system database platforms are critical to providing necessary services and benefits state-wide. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. DATABASE Completes all database assigned projects established and assigned by the Database Management Section Chief or Database Management in a timely and efficient manner. Creates, maintains and utilizes specialized scripts, programs and Database tools to support and enhance database design, maintenance and operational activities for Oracle running on Exadata servers, OCC, and in Azure environment. Provides off hours emergency support when necessary for production issues causing enterprise outages or stoppage of work. Keeps all pertinent parties informed and coordinates activities when necessary. Understands the essential operating functions of database platforms and the interdependencies with other platforms to facilitate troubleshooting, including: Open Systems dependencies, application interfaces and recovery dependencies. Understands the enterprise processes to support the Delivery center, as well as the periodic cyclic and maintenance processes which are run against the database environments. Facilitates database changes/requests/data fixes and communicates with all involved stakeholders. Develops, tests and implements database software as needed. Follows backup and recovery procedures, backup schedules and retention periods while monitoring current processes to ensure no failures. Prepares backup, recovery and disaster recovery scripts necessary to support business functions. Understands and provides support for Disaster Recovery, recommend enhancement processes, update documentation as needed, tests strategies and participant in regular tests to ensure DR process is successful. Identify, report and correct errors occurring in database logs to ensure system availability and stability. Understands logical and physical database models. Maintains required data models utilizing ERWIN and Visio modeling tools. Participates in data model reviews of new/modification of applications and provides input for solid database design. Reviews submitted capacity plans as necessary to ensure adequate storage is provisioned. Maintains and updates database schematics and keeps all relevant diagrams up-to-date and published. Maintains and updates database accounts/passwords in Docushare. Understands basic data modeling concepts, entity relationship diagrams and should be able to read and understand logical and physical data models. Should be familiar with data modeling tools like Erwin. Participates in logical and physical data model reviews, interacts with internal and external application architects and developers for new and existing enterprise applications. Reviews data models and meta data for adherence to naming standards, conventions set by Health and Human Services Delivery Center (HHSDC) and modeling techniques. Suggest changes as needed. Works and coordinates with requesting units to get the suggested changes implemented in data models. METRICS, REPORTING, CONTINUAL SERVICE IMPROVEMENTS Assist with database performance issues to include troubleshooting interfaces within the databases. Independently monitors databases, system performance, and space usage to prevent unplanned system downtime using standardized toolsets. Analyzes statistics pertaining to database design, performance, security access and overall usage of the database to report to management. Defines problems and assists with the method of approach to ensure efficient utilization of the database. Stays abreast with new and upcoming database administration/management techniques. Maintains and monitors the database environment at DHHS to ensure optimal database performance. SERVICE MONITORING (INFRASTRUCTURE & DATABASE) Continuously monitors database systems to ensure optimal performance and uptime. Ensures operational database jobs are successful, review logs daily and reports any failures to necessary parties. Ensures capacity plans are accurate and accounted for at all times. REQUIREMENTS/BUSINESS PROCESS ANALYSIS Interfaces with applications development analysts in determining processing requirements and applications systems needs to assist with database design planning. Attends and participates in playbook reviews for application deployment meetings. Participates and assists with software upgrades. Supports cross-platform coordination, planning, and playbook development when required. CYBERSECURITY DATA SECURITY Assists ensuring the databases meet security and auditing requirements. Works with information technology professionals, business analysts, and users to develop and establish security standards and procedures for controlling and monitoring user access and for establishing and maintaining user passwords, roles, and profiles. Reviews and ensure audit requirements are being adhered to. RESEARCH AND VISIONING Maintains familiarity with all new levels and releases of the database software. Performs testing with new software releases of database software preserving data integrity. Performs proof-of-concepts on new technologies and makes recommendations to management. Keeps abreast of technological advancements and changes in database administration and management techniques. PRODUCT MANAGEMENT & SUPPORT Fully supports the testing of the database management system and all accompanying software necessary to support the department infrastructure. TRAINING AND DEVELOPMENT Attends formal and informal training to ensure growth and keeps up to date on advances in database technologies. IT TRAINING Provides technical direction to lower level section personnel in accomplishing the objectives of this section. Conducts training sessions for new employees explaining the Database Management Systems used at DHHS, and the techniques for database design and maintenances used within the section. Provides guidance and assistance to technical staff in the applications sections related to database processes, procedures and best practices. TIME and ATTENDANCE Updates Daptiv time tracking system to ensure federal reimbursement when possible. OTHER DUTIES Performs other duties as required. |
