The Deputy Secretary for Facilities and Public Safety serves as the Commonwealth’s senior executive responsible for the strategic stewardship, modernization, and operational excellence of the Capitol Complex and associated Commonwealth-owned facilities.
This position leads to a comprehensive portfolio that includes management of the Capitol Complex campus, state-owned facilities in Reading and Scranton, parking systems, Capitol Police operations, special events coordination, energy management, and facilities maintenance.
The Deputy Secretary transitions and maintains the organization from a compliance-based facilities management model to a strategic asset management approach grounded in Facility Condition Assessments (FCA), lifecycle planning, deferred maintenance reduction, capital prioritization, and workforce modernization. The role ensures that state facilities are safe, secure, energy-efficient, financially sustainable, and aligned with long-term Commonwealth priorities.
Reporting directly to the Executive Deputy Secretary, the executive drives long-range infrastructure strategy while ensuring day-to-day operational continuity and public safety across a complex, high-visibility government environment.

The Deputy Secretary provides executive leadership and oversight for all facilities and public safety operations within the portfolio, including:
Strategic Asset Management & Capital Planning
• Develops and implements a multi-year Strategic Facilities Plan informed by comprehensive Facility Condition Assessments (FCA).
• Establishes standards for lifecycle asset management, deferred maintenance reduction, and capital investment prioritization.
• Aligns facility investments with long-term occupancy trends, workforce modernization, and coordinates and collaborates on hybrid work models with a new enterprise initiative: Space Optimization and Utilization Plan.
• Advises the Secretary on infrastructure risks, modernization strategies, and capital budget priorities.
• Leads enterprise efforts to transition and maintain from reactive maintenance to predictive and preventative maintenance models.
• Integrates sustainability and resilience strategies into long-term facility planning.
Capitol Complex Portfolio Management
• Oversees the management team and operations of the Capitol Complex and additional state-owned facilities in Reading and Scranton.
• Ensures facilities are safe, accessible, operationally efficient, and responsive to evolving agency needs by developing and udateing a comprehensive deferred maintenance reduction strategy
• Coordinates cross-agency occupancy planning and space utilization optimization.
• Directs building operations, custodial services, maintenance programs, and infrastructure systems management.
Parking & Mobility Strategy
• Oversees parking operations across owned facilities, including modernization initiatives such as technology integration and shared access models.
• Liaisons with Master Lease parking vendor
• Develops policies that optimize capacity, reduce administrative burden, and improve user experience.
• Aligns parking strategy with broader campus planning and workforce trends.
Public Safety & Capitol Police
• Provides executive oversight of a small but highly visible Capitol Police Department.
• Ensures alignment of public safety operations with best practices in government facility security.
• Coordinates security planning for high-profile events and visiting dignitaries.
• Maintains strong collaboration with state and local law enforcement partners.
• Appraises stakeholders on relevant matters, including legislative partners
Special Events & Campus Operations
• Oversees the team of operational coordination for official events, public gatherings, and executive functions within the Capitol Complex.
• Ensures integration between facilities, security, and event management functions.
Energy & Sustainability Management
• Directs energy management initiatives to reduce operational costs and environmental impact.
• Implements performance tracking systems for utilities and sustainability metrics.
Workforce Modernization
• Evaluates current facilities workforce structure and develops future-ready staffing models.
• Implements succession planning and professional development initiatives.
• Integrates technology solutions to reduce manual processes and improve operational efficiency.
Executive Leadership & Governance
• Serves as principal advisor to the Secretary on facilities infrastructure, risk mitigation, and public safety matters.
• Represents the Department with legislative committees, the Governor’s Office, and external stakeholders.
• Prepares and presents executive briefings, capital strategy documents, and legislative testimony.
• Oversees budget development and fiscal stewardship for facilities and public safety operations.
• Performs supervisory and administrative leadership functions.
• Performing other related duties as assigned.
