Position Purpose:

The employee in this position directs and manages the complete operation of the Support Services Reproduction Section, oversees various production duties involving the production, packaging, and shipping of time-sensitive publications in a fast-paced environment using the latest technologies to create and produce high quality print jobs in the most cost-effective manner possible, and directly supports the Department of Military and Veterans Affairs, units of the Pennsylvania Army and Air National Guard, and six Veterans Homes.


Description of Duties:

Responsible for the supervision of staff and participating in the activities and overseeing the operation and maintenance of DMVA's digital press equipment, including production/reproduction of all forms, letters, reports, booklets, pamphlets, brochures, business cards, programs, posters, maps and other single-color and multi-color publications. Work includes the preparation of the copy, photographing copy, scanning, pre-press setup/layout. Work also includes making adjustments to the digital equipment to ensure exact image transfer; performing routine preventative maintenance to all machines and equipment; and making minor repairs.

Acts as the delegate to the Chief of Support Services and maintains Support Services operations in his/her absence.

Performs specialized work in layout/design of forms, letters, reports, booklets, pamphlets, brochures, business cards, programs, posters, maps and other publications. Responsible for preparing the final layout/design for all special publications to include the above. Work involves designing the format, measuring the layout, fitting and pasting-up materials, selection of type font, maintaining both electronic and/or hard copy files of layout/design masters for reference purposes, maintaining database of electronic images to be used in future projects, analyzing copies for effectiveness, and mechanical or freehand layout/design for the above. Work includes meeting with customers to discuss and determine project objectives, designated project methods, and assure desired results.
Knowledgeable in various design and work processing programs.

Supervises, directs and manages all daily activities within the Print Shop. Work includes reviewing work requests and determining the most appropriate and efficient method of completion, coordinate with Support Services personnel, ensuring work conforms to postal packaging and shipping standards, scheduling all work activities, establishing and maintaining workflow, including sign requests and CNC machine maintenance, reviewing completed work for quality and conformity with work orders, planning and assigning work, determining work priorities, setting goals, and reviewing work performance.

Provides input for billing methodology and updates calculations to ensure accurate costing. Ensures billings for all print work are calculated timely and accurately and all records are maintained. Responds to customer inquiries regarding billing questions.
Meets with customers to review printing and design needs and advises on improvements and efficiencies. Reviews equipment needs and recommends the purchase of new equipment, maintains records on shop operations, maintains and coordinates with Support Services personnel to ensure adequate inventory of stock and supplies, initiates orders to replenish stock and supplies as needed, oversees the maintenance of all equipment in the print shop to ensure equipment is in operating condition.

Maintains all print shop requests including statuses and issues. Maintains a customer contact database. Coordinates with customers when information is incomplete or does not meet the Agency guidelines. Responds to inquiries regarding status of work order requests. Maintains all print shop records and back-up information. Ensures job tickets/work orders are completed timely and accurately.

Other responsibilities include conducting employee performance evaluations, resolving employee grievances and interpreting rules, regulations, policies and standards. Approve or disapprove requests for leave, train employees in the proper safety, operations and maintenance of the machines used.

Performs skilled work in operating power-driven bindery machines in the Reproduction Department/Print Shop. Work includes operation of bindery equipment such as paper drills, paper cutter, collator, folding machines, cerlox machine, gluing and binding machines. Work involves operating all machinery and correcting malfunctions, maintains machinery by cleaning, lubricating, performing routine repairs, performs preventative maintenance minor repairs to machines, instructing new employees in machine operations, work procedures, safety, and training. Supervise lower-level operators. Maintain stock of inventory and reproduction records. Operate and oversee the operation of large power-driven paper cutting machine to cut paper to specified sizes from large mill sized sheets and set up of machines and any necessary attachments for the desired operations.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor.

Perform other related duties as required.

**Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.

Print activities and design work are performed independently.
