Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent plans, directs, and manages the highway equipment maintenance program for a County Maintenance Organization. Responsibilities include the analysis and development of the County’s fleet model and budget, maintenance, repair, and dispatch of a fleet of heavy construction and automotive equipment, the supervision of equipment repair facilities and related personnel, and the upkeep of the building, grounds, stockpiles, and facilities used for equipment, storage, and maintenance. Direct supervision is exercised over the mechanic supervisors and shop personnel. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Prepares, schedules and administers a program of preventative maintenance for assigned equipment and buildings in a county maintenance organization. Reviews work of mechanics and other garage personnel for quality and quantity of work accomplished. Inspects assigned equipment to determine need for replacement, repair or maintenance. Develops and monitors County Equipment budget. Ensures garage facilities are maintained in a clean, orderly condition. Administers equipment operator training, testing and certification program. Certified as a 3rd Party CDL examiner and equipment certifier. Certified and responsible for CDL Drug & Alcohol testing program. Adheres to appropriate Department Accounting practices when using a purchasing card. Reconciles statements. Manages and audits County fuel card and fuel system. Issues fuel cards to employees. Responsible for inspecting garage. Conducts field inspections on equipment. Negotiates with dealers or garage owners concerning charges for repairs, parts discounts, and to ensure warranty inspection. Maintains equipment inventory and monitors usage. Maintains tool inventory and approves purchasing of all shop and foremen tools. Prepares or supervises the preparation of time, progress, and equipment reports, and submits reports to supervisors. Administers the rented equipment program. Coordinates maintenance of buildings and grounds. Participates in investigations of accidents involving state-owned equipment. Coordinates fleet accident reporting and damage repairs. Approves and recommends emergency part requisitioning where needed to repair automotive vehicles. Coordinates the transfer of equipment from one county to another. Responsible for accurate time reporting for subordinates. Establishes safety procedures for the operation and repair of equipment and ensures they are complied with. Assists in the distribution of liquid fuels to county and other commonwealth equipment. Recommends overtime where critically needed for equipment operation and repair. May manage employees with purchasing responsibilities. Reconciles subordinates’ records and statements to ensure that appropriate Department accounting practices are used. Manages and performs the activities to fulfill the requirements identified for this Title in the District’s Strategic Environment Management Program (SEMP) Manual. Also fulfills the environmental management requirements designated for this title in environmental training programs. Implements the maintenance unit SEMP business plan objectives designated for this title. Takes an active role in supporting the efforts of other managers and employees to implement the SEMP-related maintenance unit business plan objectives. Attends environmental training identified for this working title in the District’s SEMP Manual. Reviews subordinate reports and approves payrolls related to work performed within assigned areas. Inspects work in progress and upon completion for adherence to Department standards, regional practices, and the original intention and assignment of work to be performed. Reviews and alters scheduled work through review of Plant Maintenance reports, original planning session notes, weather conditions, inventory analysis, equipment availability reports, period plans, weekly plans, and related highway materials information. Reviews the use of proper and appropriate shop safety procedures and takes the lead in maintaining a safe work environment for mechanics and shop personnel by ensuring subordinate automotive mechanic supervisors are following proper safety procedures and utilization of equipment. The incumbent creates and encourages awareness of work area conditions and initiates proactive accident and injury avoidance measures. The incumbent manages overall activities associated with personal injuries/accidents. The incumbent follows proper attendance and call off procedures, schedules non-emergency absences in advance, observes start/stop times, breaks, and meal times, work efficiently and effectively alone and with others, is available for overtime emergency responses, and minimizes non-productive and downtime for self and crews. The incumbent oversees and evaluates training for assigned subordinates. Approves leave, evaluates performance, handles grievances, conducts initial investigations, and resolves complaints. Performs other related duties as assigned. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After-Action Reviews (AARs). Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. The incumbent participates in county-wide planning sessions to help negotiate available manpower and equipment resources for scheduling of projects and work plans. The incumbent must also evaluate the effectiveness of subordinate shop personnel and field equipment operators in carrying out planned activities and take corrective action where necessary to ensure objectives are met. The incumbent evaluates the skill level of the subordinate staff and equipment operators and makes recommendations on required training and opportunities for overall performance improvement. |
