Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs analytical and technical work involving analysis of legislation, regulations, and policies relating to the Voluntary Compliance Initiatives unit.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Demonstrates proficiency in understanding both business and data perspectives of DOR systems and applications.

Develops complex procedures and programs to analyze the impact of new or revised legislation where the basic structure of an existing tax is being altered or a new tax is being introduced, including analyses of both rate and structural changes.

Serves as the primary analyst for legislative and fiscal issues relating to Voluntary Compliance Initiative programs and a back-up analyst for issues relating to sales tax, pass-through entities, and corporation taxes.

Conducts specialized and highly detailed financial and tax accounting analyses of Personal Income Tax returns associated with Voluntary Compliance Initiative programs.

Designs and conducts studies of legislative and administrative proposals to assess the revenue effects of such proposals, forecasting the performance of financial conditions, and developing executive policy recommendations, especially pertaining to the effectiveness of Voluntary Compliance Initiative programs.

Analyzes the effectiveness of the specialized examination programs to ensure compliance with laws, policies and procedures, especially those pertaining to Voluntary Compliance Initiative programs. Interprets tax laws and provides technical guidance to bureau employees and the Department.

Performs comparative fiscal analyses of Voluntary Compliance Initiative programs and operations with the purpose of determining the most effective and efficient allocation of resources for each program.

Identifies new problem areas to be researched for potential examination and analysis.

Develops and assists in the implementation of enforcement programs based on tax compliance issues, available data, and available staff and system resources.

Researches Internal Revenue Code, PA tax codes and regulations, and other states' tax codes and regulations.

Prepares reports as requested.

Works with the PaTH bureau to obtain proper data sources including industry surveys, imported data from computer records, tax reports, journals and periodicals, and information from other Pennsylvania agencies, other states, and the federal government.

Provides answers in response to technical questions asked by bureau employees.

Represents the Department of Revenue at conferences with taxpayers, their representatives, or other governmental agencies.

Prepares responses to inquiries received from taxpayers and/or their representatives. Determines if actions taken by the department are correct and explains any tax adjustments.
