Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Functions as the in-house site manager for the institution's computer system.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Incumbent functions as the in-house site manager for the institution's computer systems. This involves coordinating all personal computer activities and performing some duties involving the department's mainframe computer system and word processing.

Incumbent reports to the Institution's Business Manager. As the data systems specialist, the incumbent works closely with all departments regarding their computer system applications.
Work with Business Manager to prepare yearly IT budget needs. Determine if purchases can be purchased through the general purchasing procedures or if item/service must be submitted as a fixed asset.
Generate purchase orders for computer equipment, peripherals and supplies.
Evaluate the need for additional equipment, software, etc as new staff are hired.
Responsible for conducting yearly inventory and surplus of all computer equipment.
Serves as the liaison with the Bureau of Information Technology for computer equipment and installation. This involves acting as contact with the vendor on system malfunctions, assisting staff in dealing with equipment problems, and installing equipment such as computers, monitors, printers, scanners, signature pads, etc.

Provides project management to supervisory and management staff throughout the institution. Identify the need of an in-house tracking program and develop it to meet these needs. Provide yearly routine maintenance on the applications that are developed. Make sure that these applications are providing the best business solution to keep staff working efficiently: MedPass, DNA Tracking, Key Tracking, Electronics Tracking

Trains and instructs all staff in each area in proper use of the personal computer, including data input, output, machine maintenance, file maintenance, etc.

Evaluate the need of equipment needed during critical incidents. Make sure the Incident Commander has electronic communications at all times.
Develops and maintains a preventive maintenance schedule to keep machines in proper working order.

Provide 1st and 2nd level help desk support to all users who email or call with problems that they are receiving. Track and document calls in ServiceNow.

Troubleshoot and resolve both hardware and software problems encountered in all departments processing automated equipment. Must be able to research all possible resources for answers/solutions to issues that arise. Must determine if the problem is unique to an individual or if the problems exist across all of the institution(s).
Communicate statewide issues through ServiceNow and also with specific departments within BIT. Document troubleshooting tasks that were taken. Research the problems and find solutions. Analyze solutions to see if they meet OA/ DOC/BIT standards. Document all findings in ServiceNow.

Work directly with contracted photocopier vendors by providing them with the required specifications. Request quotes based off of the specifications provided.
Work directly with contracted photocopier vendors to get Centralized Clearances for all of their staff that will need to go inside the secure perimeter.
Prepare institutional Gate Clearances for contracted individuals that need access within the secure perimeter.
Get PREA forms completed for all contractors. Provide completed PREA forms to PREA coordinator. Work directly with contracted photocopier vendors for scheduling the delivery and the installation of the photocopiers.
Responsible for calling and coordinating the warranty and maintenance agreement work on malfunctioning computers, monitors, printers and photocopiers throughout the Institution.
Develops, coordinates and maintains the backup procedures of all inmate networked educational and correctional industries programs throughout the institution.

Coordinates transfer of data/text between personal computers when necessary.

Serves as Chairman of the Automated Technology Committee for the Institution. This committee will explore ways to more fully and effectively utilize computer resources.

Responsible for keeping the Biometrics equipment operational for emergency situations within the institution. The biometrics equipment provides 24/7 staff accountability and security reports that must be available at a moment’s notice.

Serves as the Institutional Agency Site Administrator, so that staff can access the Procurement system, Warehouse ordering and Purchasing systems - SRM.

Work with CUPPS for user account creation and maintenance.
Responsible for resetting staff’s MFA security questions.

Is available for after-hours support when problems arise with the network, Biometrics and other mission critical systems for institutional operations.

Travel to the Altoona Office of Probation and Parole to provide support with their network. Make sure the CLEAN/LiveScan and Photo ID systems are maintained so that they can quickly process parole violators. Keep equipment updated by replacing the devices that are end of life. Keep the video conference equipment working so that governmental courts and other state agencies can quickly and efficiently process parole violators.

Serves as the point of contact for the Inmate Kiosk issues. Responsible for contacting vendor to fix Institutional Kiosks. Responsible for maintaining inmate pin numbers.

Maintains equipment used for streaming inmate music and movies to the housing units

Maintain hardware and software for water treatment plant.

Maintain Institutional Maintenance systems that control HVAC systems, monitor water levels in basements, climate-controlled rooms for digital surveillance equipment.

Work directly with outside vendors on these institutional security systems: Key Systems key box equipment, Bosch DVR security camera system, Personal Identifiable Devices (PIDS) and Guard1 tour guard.

Must have a good working relationship with the Electronic Trades Instructors and maintenance.

Work directly with outside vendors to make sure the following security systems that deter contraband function appropriately: Adani Body Scan device, Heartbeat detection monitor and Ion Scan devices.
Work directly with outside vendors on maintaining Digital Dental X-Ray equipment, Medical contractor Time Clocks, AED Defibrillator, Signature Pads, EKG machine

Maintains specialized Correctional Industries equipment, such as UPS postage, RIP sign printers, license plate printers, industrial printing software and hardware.

Maintain Inmate Education labs, such as Desktop Publishing, Business, Law Library, PLATO and GED labs.

Assists in trouble shooting Correctional Industries specialized equipment that has maintenance agreements.
Maintain inmate computers in Correctional Industries shops, i.e.: Print, Soap, Sticker, Garment and Diesel Shops
Provide all levels of support for both SCI Huntingdon and SCI Smithfield.

Attend and participate in required training
Performs other related duties as assigned.
