Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Laboratory Evaluation and Assessment a. Develop standard operating procedures for the assessment of laboratories. Update as necessary. (1) Develop, revise and update checklists for a wide variety of methods and analytical techniques, as needed. (2) Develop, revise and update application forms, as needed. (3) Develop, revise and update evaluation forms, as needed. b. Read, understand, and implement existing rules, regulations, and guidance. c. Propose changes to existing rules, regulations, and guidance to meet the needs of the environmental laboratory accreditation program. d. Establish a schedule for laboratory assessments. e. Perform environmental laboratory assessments. (1) Review and evaluate qualifications of environmental laboratory supervisors and other laboratory personnel. (2) Review and evaluate laboratory facilities, equipment, methodologies, and associated documentation. (3) Review and evaluate laboratory quality assurance practices. f. Prepare assessment reports, based upon the findings of the assessment, data review, and other records. g. Evaluate and prepare reports on the results of environmental laboratory proficiency test samples. h. Review and evaluate responses to assessment reports. i. Prepare follow-up correspondence to laboratories. 2. Environmental Laboratory Accreditation Determination a. Independently, assess environmental laboratories conformance to State and national accreditation standards, rules, regulations, and guidance. b. Recommend changes in environmental laboratory accreditation status, including granting, denying, revoking, and suspending accreditation, based upon consideration of the laboratory’s facility, personnel, equipment, methodology, quality assurance, performance, record keeping, reporting and notification. c. Evaluate laboratories for all matrices (drinking water, non- potable water and solid chemical materials). Specific category knowledge of basic and complex microbiology and general category knowledge of organics, metals, radiochemistry, and inorganic nonmetals. Program Administration a. Inform supervisor of information pertinent to the program’s operation. b. Provide technical assistance to laboratories when requested. c. Attend meetings when requested. d. Cooperate with State and Federal Attorneys’ General Office and other enforcement agencies during investigations and prosecution of environmental laboratory fraud. e. Appear as a witness in legal or administrative hearing actions. f. Perform internal audits of the Laboratory Accreditation Program. g. Promotes the Department’s mission. b. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized Training and Development a. Attend training sessions on laboratory evaluation and analytical methodology. b. Maintain technical competence in analytical areas. c. Consult with US Environmental Protection Agency and other appropriate agencies. d. Obtain and maintain approval as a NELAP laboratory assessor. e. Obtain and maintain approval as a USEPA Drinking Water Laboratory Assessor. Travel a. Travel, including overnight travel, to locations such as laboratories, training sites, regional and district offices, where public transportation is not available. b. Travel to out-of-State locations to include airplane travel. c. Use and drive a Commonwealth vehicle. d. Maintain a valid, current vehicle operator’s license. Use Department of Environmental Protection communication networks (email, voice mail, etc.) to communicate. Assignment of laboratory assessments is according to a planned 2 to 3 year assessment schedule. Laboratory accreditation program supervisor and program chief reviews final reports of laboratory assessments. The program supervisor and chief of the laboratory accreditation program assigns work. Assignments are performed with varying degrees of independence. Assignments are given by development of individual, sectional and divisional objectives. Some of these assignments vary from year to year based on changing objectives, while others are constant. Individual subordinates perform assignments with varying degrees of independence. Other duties are specifically assigned as the need arises. Review of written reports and one-to-one discussions are the main form of work review. |
