Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position reports to the Commonwealth Financial Reporting GAAP Technical Services Administrator in the Bureau of Accounting and Financial Management (BAFM), and manages the GAAP Technical Services Unit (GTSU). This executive accounting position within the Office of the Budget’s (OB) Bureau of Accounting and Financial Management (BAFM) is responsible for the oversight and review of enterprise-wide accounting completed by agencies to ensure adherence to Governmental Generally Accepted Accounting Principles (GAAP), federal grant accounting and reporting requirements, legislative and regulatory fiscal requirements, Commonwealth financial management directives, and budgetary internal controls. The position is expected to provide technical accounting expertise and guidance to Commonwealth agencies to foster state-wide fiscal accountability and transparency to safeguard Pennsylvania’s financial resources.Position serves as the technical governmental accounting expert within BAFM and is responsible for: coordinating research & implementation of new accounting and regulatory standards in the Commonwealth; technical analysis and preparation of responses to Governmental Accounting Standards Board (GASB) due process documents; coordinating technical requirements and presentation for all financial statements prepared within BAFM; managing and coordinating technical accounting training and knowledge-sharing for BAFM accounting staff; and interpretation and application of accounting and reporting standards across Commonwealth-wide business processes. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Administration and Planning: •Provides direction and supervision of the staff in the GAAP Technical Services Unit. • Implements annual and long-term plans for the GTSU Unit commensurate with the performance measures established by the Office of the Budget. • Implements planning and budgeting for the GTSU Unit. • Evaluates staff performance and prepares evaluation reports giving staff constructive evaluations of their work performance. • Supports staff career development programs in accordance with Commonwealth personnel management policies. • Reviews and evaluates employee suggestions for improvements. Presents applicable employee suggestions to the GAAP Technical Services Administrator. • Ensures policies, activities, and the deployment of resources within the GTSU are consistent with the mission of the BAFM and Financial Reporting Division. Regulatory Compliance: •Coordinates the development of Commonwealth and BAFM accounting policy in accordance with GAAP and commonwealth reporting processes. •Works with all BAFM Divisions to develop and maintain policies and procedures relative to accounting and financial reporting focusing on appropriate and valid accounting methodologies. • Assists BAFM staff in determining the appropriate basis of accounting needed to address specific reporting needs and reviews newly developed financial reports created within BAFM. • Advises, develops or revises financial statements, presentations and/or note disclosures for the ACFR and internal financial and management reports to comply with all applicable standards. • Serves as lead in developing and maintaining reporting standards, formats and protocols for all financial reports issued by BAFM. Monitors report issuances for consistency and compliance with the standards and formats. Operations Management: Manages and assists staff in the monthly accounting and financial reporting duties pertaining to leases as the result of the implementation of GASB 87. • Responsible for planning, review, interpretation, communication and implementation of current and proposed government financial accounting and reporting pronouncements/developments to determine their impact on the Commonwealth’s accounting processes, policy, and procedures. • Compiles and presents documented analysis and conclusions that reflect the impact of accounting related developments on the Commonwealth for review, incorporation and presentation as requested by GAAP Technical Services Administrator and/or Division Chief. • Regularly reviews financial statements issued by BAFM to ensure ongoing compliance and updating to maintain compliance with accounting standards and bureau policies. • Develops and delivers training on GAAP-related topics such as the proper accounting for and disclosure of government transactions or balances. Provides technical training to BAFM staff on new accounting, reporting issues or disclosures. • Prepares written responses as well as written or oral testimony on GASB due process documents. • Prepares responses to requests for information relative to the financial operations and processes of the Commonwealth as requested. • Assists with planning and executing projects to implement new standards, policies and, procedures. • Coordinates the ACFR review of compliance with the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting Program requirements. • Reviews and supports the GAAP reporting entity and fund classification evaluation of new Commonwealth Funds and provides concurrence of fund classification and entity determination for GAAP financial reporting purposes. • Reviews and provides input to proposed and final, issued audit findings and comments relative to the Commonwealth’s accounting and reporting of financial transactions. Assists in the preparation and implementation of corrective action plans to address noted causes and conditions. • Researches complex technical accounting issues and works with the GAAP Technical Services Administrator to communicate the results of the research both orally and in writing, understandable to both accountants and non-accountants, to any affected Commonwealth personnel. External Collaboration: Assists GAAP Technical Services Administrator in collaborating with agency program managers and the OB staff in directing the implementation of new accounting and reporting standards. • Develops best practices in the development and issuance of program financial reports and works with Comptroller Operations, OB, and agency staff to implement those best practices. • Prepares written and oral communications intended for agency managers and contacts relative to accounting and reporting standards and procedures. • Provides guidance and assists in the interpretation of pronouncements or other guidance issued by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB). • Assists in responding to inquiries for special, enterprise-level, Commonwealth program level or multi- agency reports or analyses. Continuous Improvement: •Analyzes, documents and communicates recommendations for process improvement. • Meets with the GAAP Technical Services Administrator and staff to define financial reporting related issues and to recommend financial reporting related policies and procedures with respect to the financial, budget, administrative, and human resource systems. • Serves on committees and provides guidance through support and in-depth analysis to monitor, develop, and implement programs involving financial management activities. General: •Oversees and directs staff in the participation and completion of all special projects assigned. • Performs other duties as assigned. |
