Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Applies engineering knowledge, practices and principles to make sound decisions and judgments related to the completion of work assignments. Assists and provides guidance to our Local Project Sponsors on the development and delivery of their own Metropolitan Planning Organization approved transportation plans and projects.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Applies engineering practices and principals to perform review of complete engineering designs. Reviews complete engineering design, including plans, specifications, cost estimates, design computations and other supporting data from staff and consultant engineering firms for conformance with project scope and program requirements.

Provides professional engineering guidance for agency policies and engineering standards and requirements. Reviews calculations, plans, specifications cost estimates and technical correspondence for overall technical completeness and accuracy.

Assists Project Manager in guiding and assisting local municipalities to plan, develop and design quality bridge and roadway projects which use state and federal funds, on time and within budget.

Assists local project sponsors with developing and monitoring design schedules for project and plan implementation to assure that state and federal goals are met regarding delivery of the projects and plans (letting dates, obligation and reimbursement of funds etc.).

Provides good customer service to local municipalities on local design projects, including the processing of invoices for reimbursement of funds. This includes the support or preparation of the required fiscal documents for payment.

Ensure that during the scoping process the sponsor has contacted local municipalities within the project limits to make them aware of the project and to address any of their concerns or needs during the design process (PennDOT Connects).

Prepares project reimbursement agreements between individual municipalities and the Commonwealth for subsequent execution by the Department's legal department. Utilizations of the Department's Reimbursement Agreement System (RAS) or the Legal Approval Tracking System (LATS) may be required.

Prepares scopes of work, reviews consultant agreements and prepares independent man-hour analyses of the consultant proposals, as required.

Prepares written and oral reports and memos for department and local decision makers on local and state sponsored project programs and plans and other issues demanding attention.

Supports communication between Design, Maintenance, and Construction.

Supports and maintains a professional business-like atmosphere that enables the Design Services Unit to be responsive to changing conditions, alert for new opportunities and able to implement new ideas.

As physical projects progress towards a bid letting this position makes sure the local sponsor has completed all necessary agreements, and clearances to allow advertisement of the project for bids. After bidding, works with the sponsor to assure projects are successfully awarded.

Participates in various design (i.e., scoping field views, general design meetings, final design office meetings, design field views, ...) and construction meetings (i.e., final inspections, ...) as necessary and prepares meeting minutes as required.

Reviews and /or ensures Department reviews of consultant designed Plan, Specification and Estimate (PS&E)packages for Local and State sponsored projects from basic to moderately complex. This package includes complete highway/bridge plans and associated highway geometrics (i.e. horizontal and vertical), design calculations, construction details, tabulation of quantities, maintenance and protection plans, pavement marking plans, erosion and sedimentation control plans, and cross sections. This work involves reviewing construction estimates, including final estimate, working days, work schedule and special provisions prior to sending the package to Contract Management, and preparing the special provisions to be included in the PS&E package. Utilization of Department owned software is required.

Requests right-of-way, survey, utility, environmental and traffic information, as needed, to complete a design. Also, investigates sites to assure all conditions are considered during design. Coordinates with other Department units to assure their design concerns are appropriately incorporated into the design.

Ensures project design conforms to current safety criteria to limit the Department exposure to Tort liability.

Works with the District Environmental Unit and other Environmental professionals to make sure Projects and Plans meet all Environmental regulations, permits and laws before progressing forward; including, if necessary, various air quality initiatives for the MPO region.

Provides consultation to the Construction Unit, through the direction of the Project's Manager, as needed during the construction of the project.

Assists as necessary in making presentations to local and state officials or at public meetings.

Provides information and input for updates and prioritization of local projects for the Department's 12 Year Plan.

Provides information and input concerning local projects for SPC's Transportation Improvement Program (TIP).

Inputs and updates project information into the Department's MPMS and ECMS systems.
Assists Project Manager in the preparation of in-house designed Plans, Specification and Estimates (PS & E) submissions for projects ranging from basic to complex. These submissions include design of complete highway plans and associated highway geometrics (horizontal and vertical), design calculations, construction details, tabulation of
quantities, maintenance of traffic plans, pavement marking and signing plans, erosion and sedimentation control plans, and cross sections. Work also involves creating construction estimates, calculating and determining work days, construction schedules, and special provisions prior to sending the submission to Contract Management.

Work is performed by using MicroStation, InRoads, ECMS, AutoTab and other techniques and methods, and involves following complex design procedures. Utilization of ASTA scheduling software may be required.

Assists Project Manager to ensure local project’s using ASTA schedules are updated monthly prior to the District Design Review meeting.

Assists Project Manager in the review of the highway design aspects of Highway Occupancy Permits assigned by the Project Manager.

Assists Project Managers and Local Sponsors with the programming of appropriate funds for their projects by working with the District Planning and Programming Manager to assure all funding is in place for the local sponsors.

Performs work with TIP and Long Range Plan development and the Metropolitan Planning Organization during TIP and Long Range Plan development on behalf of Local Sponsors.

Effectively communicates and corresponds with coworkers, consultants, public officials and the public both orally and in writing as required.

Knowledge of Department manuals for the delivery of construction projects to bidding including but not limited to Publications 10, 13M, 14M, 15M, and 16 (Design Manuals 1, 2, 3, 4, & 5 respectively) is required. Also, a knowledge of Publications 93, 540, 740 and others that concern locally sponsored plans and projects is required for this position.

Succession Planning:
1. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance
Employee, Manager & Supervisor PD’s must include the following statement:

principals. Failure to comply with Department Green Plan Policy shall be documented in
employee’s performance review.

All completed work of a non-routine nature passes through the supervisor for review and approval.

Essential Functions

 7. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 8. Travel to sites to inspect work of personnel associated with project construction to ensure compliance with project safety standards.
 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
