Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Working within the HR Service Center, the employee is a team member of the Time Services Division. The incumbent is responsible for the development and implementation of an organization that will manage timekeeping functions from a consolidated organization for all agencies. In addition, the employee performs functional and technical duties in support of Time and Attendance processes. The employee is a working supervisor who oversees the centralized time unit in the HRSC. The incumbent works frequently with senior OA staff and agency HR directors to provide analysis and feedback on proposed contract language, coordinate the interpretation of collective bargaining agreements, gain consensus on contract/policy interpretation, program design, and develop system implementation plans. Work in this position frequently includes providing leadership, direction and control over a variety of Commonwealth professional and technical HR and administrative specialists who are conducting reviews, research, or implementation activities. The position has great visibility in the human resource management community and is responsible for the coordination effort required to develop, implement, and successfully maintain the Commonwealth's enterprise-wide Time Management System, a major component of the Commonwealth’s enterprise-wide HR/Payroll System. This position requires in-depth knowledge of state government human resource management policies and procedures, specifically in the area of Time and Attendance. This position requires in-depth functional knowledge of the SAP Time and Attendance module. The Time Management module of SAP is used by all agencies under the Governor’s jurisdiction and is the official source of information used to provide agencies and central administrative program managers the information needed to audit, monitor, and control time and attendance policies. This system includes the administrative program functions of Absence Management, Attendance Management, Seniority, and Working-out-of-class. This position also requires knowledge of HR/Payroll functional areas integrated with Time and Attendance, specifically Personnel Administration, Benefits, Organization Management and Pay Processing. Incumbent supervises the centralized team of Time Advisors. |

General This position requires in-depth knowledge of state government human resource management policies and procedures, specifically in the area of Time and Attendance. This position requires in-depth functional knowledge of the SAP Time and Attendance module. The Time Management module of SAP is used by all agencies under the Governor’s jurisdiction and is the official source of information used to provide agencies and central administrative program managers the information needed to audit, monitor, and control time and attendance policies. This system includes the administrative program functions of Absence Management, Attendance Management, Seniority, and Working-out-of-class. This position also requires knowledge of HR/Payroll functional areas integrated with Time and Attendance, specifically Personnel Administration, Benefits, Organization Management and Pay Processing. In the performance of all job duties, maintains and uses knowledge of collective bargaining agreements, past practices and side letters; Personnel Rules; Commonwealth Management Directives and Manuals; Time Alerts and Absence Bulletins; Procedures and EPAR Guidelines; and other agency specific policies related to absences and attendances. Maintains a general understanding of the policy and programs for the State Employee Assistance Program (SEAP), Family and Medical Leave Act (FMLA), and Americans with Disabilities Act (ADA), military absence provisions, work-related injuries, and other human resource laws and programs that sometimes have a nexus to time. Works with colleagues in Agency Services, Bureau of Commonwealth Payroll Operations, Bureau of Quality Assurance, Bureau of Employee Benefits, Bureau of Employee Relations, and field managers in the performance of all job duties. Consolidation Responsibilities Reviews and identifies current policies and procedures for each organization. Creates project plans to ensure a smooth transition of the work from the agency/delivery center to the HR Service Center. Meets with HR staff and administrative deputies as needed to explain consolidation plans. Develops or works with developers to create systems that will support the administration of time functions centrally. Time Services Responsibilities Supports agency absence administration processes (including but not limited to leave accrual, usage, anticipation, reinstatement, extension, and payments of paid and unpaid time off), time administration (including, but not limited to: eligibility and coding of overtime, differentials, and working out of class) and labor distribution. Completes detailed analysis and resolves time-related help desk tickets on an enterprise-wide basis. Uses problem solving techniques to determine if problem is due to SAP configuration or if it was caused by erroneous processing by end user and resolves the problems or provides appropriate work arounds. Performs advanced analytical and logical analysis to develop requirements to resolve daily ongoing system problems and coordinates with impacted areas. When necessary, creates CM cases to initiate payment of monies for policies/procedures that cannot be completed via standard SAP time entry. Responsible for seniority research, development and implementation of system configuration changes with another time team member. Independently analyzes and interprets collective bargaining agreements to determine system requirements, potential technical impacts, and potential implementation impacts. Also considers the needs of the human resource user community and central authorities for any new and/or changes to assigned areas of responsibility. Manages consensus between OA-BLR, agency contacts, IES and HRSC staff on contract interpretation, policy development, program design and implementation, follow-up, and guidance, etc. Independently works with OA business owners to analyze Federal and State legislative initiatives/changes that impact the Commonwealth’s time and attendance policies and procedures. Determines system requirements, potential technical impacts, and potential implementation impacts. Also considers the needs of the human resource user community and central authorities for any new and/or changes to assigned areas of responsibility. Uses detailed knowledge of time and attendance policies to develop system requirements and detailed SAP test scenarios for use by IES to test SAP configuration. Reviews and approves systems testing to ensure that the test data demonstrates that the defined systems revisions support the user requirements. Responsible for verifying the implementation of new or revised system requirements in the production environment. Responsible for development, implementation and maintenance of the SAP Time business processes, which includes Time Data Collection and Full Time Evaluation. Requires an in-depth knowledge of state government HR management policies with significant enterprise wide HR system impact, complex and enterprise-wide policy development and interpretation, an understanding of the system work flows and procedures including data collection, validation, updates, information reports, screens, and forms. Represents the HR user community, and the Agency Time Advisors in the development of requirements for the collection, validation, and the update and processing of time & attendance activity, including full time evaluation rules. Provides operational support to agencies after implementation of system changes. Responds to problems with the use of the system by analyzing reported problems and coordinates resolution with IES. Initiates required corrective action and provides agencies with instructions or further training to alleviate the problem. Manages the implementation of time-related grievances and arbitration awards which often span multiple years and require research and several time adjustments. Identifies and implements alternatives in terms of cost, time availability of the system, scheduling problems, and recommends a course of action for assigned programs and problems. Policies, Procedures, Resources and Training Development and Implementation Establishes and updates procedures, including but not limited to those in the Time Processes Manual, for the unit in conjunction with other Time Services colleagues. Works with team members to implement process improvements as needed in a format conducive to the needs of the agencies. Develops, maintains and conducts user training/briefings for central and field Time Advisors and Timekeepers, HR/Payroll users, supervisors and employees in the use of the automated systems and system enhancements. Develops Agency Transaction Centers and workshops to provide instruction to end users, introduce new processes, or provide analysis toward resolution of help desk tickets. Responsible to prepare and present HR-related information, instruction, or new processes at Commonwealth-wide HR Forums. Analyzes, evaluates and interprets changes to Personnel Rules, Absence Program Manual, FLSA, Management Directives, etc. to determine the impact on current systems. Quality Assurance and Reporting Responsible for quality assurance and data integrity within the SAP HR/Payroll System. Performs quality assurance checks in order to verify system performance; determines when system enhancements can alleviate problems or if agencies require additional specific training in problem areas showing up as trends; what these changes should be; takes appropriate action to correct any discrepancies. Distributes quarterly leave reports, coordinates and ensures appropriate action is taken by agencies. Runs year end reports and coordinates resolution of issues with agency end users. Continually searches for ways to enhance and improve communication on time and attendance procedures. Develops and runs ad hoc queries, standard reports with variants, and self-developed surveys to identify and analyze error trends, as well as for routine error resolution and team quality assurance. Provides oral or written explanations about overpayments to employees, union representatives (with permission from Employee Relations), supervisors and BCPO staff when necessary. Works with BCPO when requested by an employee to set-up an overpayment plan. Audits absences for documentation and appropriate use. Discusses findings with supervisor and field staff, such as Superintendents and FHROs, as required; and ensures remedies are processed by analyst and complicated issues are resolved. Other Operates various computer hardware equipment and must be proficient in new computer software applications such as Microsoft Office Suites and other software packages in order to develop and maintain HR applications. Prioritizes, on a daily basis, many assignment/projects and works on multiple objectives simultaneously. At these times projects may have expected short deliverable dates with no room for error or missed deadline dates. Uses Microsoft Word, Excel, and Access in the performance of job duties. Performs special projects and other duties as required or assigned. |
