Position Purpose:

A Sanitarian performs a variety of duties within an assigned geographical area for the Commonwealth, involving the regulation of facilities to ensure compliance with the Commonwealth rules and regulations governing public drinking water supplies.

Work requires the application of these rules and regulations, and specific optimization efforts at public water systems and with the general public.

If the position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sanitarian.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

DESCRIPTION OF DUTIES: Work involves the planning and scheduling of daily work activities through the preparation of a weekly itinerary, available to be reviewed by the supervisor, in order to accomplish program goals, attend training events and meetings, respond to emergencies, and perform other work as needed. Work also involves accurate accounting and recording of time and activities performed at the end of each pay period.

Conduct sanitary surveys and other inspections of public water systems on a routine basis and in response to emergency situations or complaints; prepares detailed technical reports of findings and reviews findings with water suppliers. Also conduct partial or follow-up inspections of public water systems in response to deficiencies identified during prior investigations, violations, emergency situations and public complaints.

Generate compliance reports from data management systems in order to identify and respond to violations in an appropriate and timely manner.

Identify violations by comparing inspection data with current Rules and Regulations. Prepare Notices of Violation, Field Orders, and other violation notices indicating violations, citing appropriate Rules and Regulations, and establishing timeframes for addressing these situations.

Prepare and issue Field Orders in response to imminent health threats related to drinking water.

Respond to public water system emergencies such as floods or other natural disasters, potential or actual contamination events, and treatment system failures.

Determine the requirements for public notification and provide technical assistance to water suppliers with preparation of public notices.

Provide guidance to public water systems owners, operators, and municipal officials in the interpretation and implementation of new and existing regulations.

Investigate complaints involving public water supplies, determines causes, and provides technical assistance to water system personnel to prevent reoccurrence.

Prepare letters, memorandums, reports, and correspondence to exchange information with facility owners, supervisors and the public.

Collect water samples for laboratory and field analyses during inspections, investigations, surveys, plan reviews, and enforcement activities.

Maintain and calibrate field monitoring instruments.

Input inspection results, violations, enforcement actions, inventory information, sample information, and complaint information into PADWIS, eFACTS, SIS, CTS and other databases and Geographic Information System, and perform periodic reviews to ensure accuracy.

Maintain complete, accurate and organized records of documents, reports, memorandums and any other information associated with assigned public water systems.

Review and provide technical assistance in the development of compliance monitoring sample plans, emergency response plans, operation and maintenance plans, and cross-connection control plans for public water systems.

Participate and assist with new groundwater site selection surveys and pump test activities.

Provide information regarding public water supply, water quality, and treatment needs to assist engineers and geologists during the permitting process.

Provide comments to facility operators and the public regarding the installation and construction of water supplies, types of treatment, and bacteriological and chemical analyses.

Provide comments to operators and contractors regarding the submission of plans for new or renovated non-community water system facilities and ensure facilities comply with established non-community water system design standards.

Review and approve Noncommunity Water System Applications and other plans for noncommunity public water systems.

Participate in filter plant performance evaluations by providing compliance history and performance data to Department staff prior to the evaluation, completing an inspection report at the conclusion of the evaluation, and following up on violations identified during the evaluation.

Review chemical monitoring use waiver applications submitted by public water systems for approval or denial, and forward susceptibility waivers for hydrogeologist review.

Provide comments on the development and implementation of new policies, procedures, and program goals.

Serve on committees involved in the development of regulations.

Participate in professional seminars (AWWA, WWOAP, etc.) as per training plans.

Assist compliance specialists in the preparation of legal cases and provide testimony in cases that are litigated in court.

Testify as a material witness before District Magistrates, the Environmental Hearing Board, and the courts.

Participate in emergency preparedness drills with water suppliers and emergency response personnel.

Attend public meetings with public water supply owners, operators, municipal officials, and the general public to explain the requirements of Pennsylvania’s public water supply regulations.

Provide information to private water systems/homeowners concerning water contamination, water treatment, and well construction.

Respond to illness complaints and /or public health concerns related to private wells and springs in coordination with the PA Health Department.

Review proposed plans and specifications for eating and drinking establishments, schools and institutions to determine if the water supply complies with program requirements for public water supplies.

Work is assigned through the establishment of program plan objectives for the current fiscal year. Special requests for service and emergencies are assigned as necessary. Specific incident reports are reviewed by the Supervisor on a daily basis. Field reports on all activities are reviewed on a weekly basis by the Supervisor and incorporated into the appropriate DEP/WSM database(s) by the Sanitarian. Reports from these databases are reviewed by the Supervisor on a monthly basis to track WSM program progress.

Environmental Trainee assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work.
