Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Assistant Director supports the Director of the Bureau of Library Development in supervising the operations of two program units to ensure their effective and compliant delivery of statewide library development services. This position is responsible for aligning operational activities with the Bureau’s strategic goals and the Director’s priorities, coordinating across units to ensure a unified approach to program implementation, policy application, and service delivery. The Assistant Director also works collaboratively with the Office of Commonwealth Libraries (OCL) administrative team and the Bureau of the State Library to support office-wide coordination, information-sharing, and cohesive approaches to statewide initiatives. Additionally, the Assistant Director manages the Bureau’s external communications, serving as coordinator, editor, and style guide manager to ensure that all public-facing content and messaging meet professional standards and reflect the Bureau’s priorities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Assists the Director with long-range planning, program oversight, and implementation of regulatory and policy directives. • Interprets and applies relevant provisions of the Library Code and applicable state and federal regulations to guide program activities and compliance; develops policy recommendations accordingly for the consideration of the Director • Supervises and coordinates the work of two operational units to ensure successful implementation of library development programs and services across the Commonwealth. • Ensures all unit operations and staff efforts align with the Bureau’s strategic goals, the Director’s priorities, and the Office of Commonwealth Libraries’ organizational priorities to promote coordinated and consistent statewide service delivery. • Engages in routine communications and shares information with the OCL administrative team and the Bureau of the State Library to foster an office-wide sense of coordination, teamwork, and aligned service delivery. • Manages the Bureau’s external communications, including coordination, editing, formatting, and quality assurance of public announcements, stakeholder messages, informational resources, and other public-facing content. • Researches industry-specific terminology and concepts to develop and maintain a Bureau-wide external communication style guide, ensuring that all public-facing content and messaging meet established standards before dissemination. • Recommends improvements to and implements internal workflows, communication processes, and operational efficiencies in consultation with the Director. • Serves as the primary editor and proofreader for all outgoing public-facing materials, ensuring clarity, consistency, professionalism, and alignment with policy and Bureau messaging. • Represents the Bureau in meetings, working groups, conferences, and other engagements with internal and external stakeholders, including participating in cross-office discussions to support collaborative approaches. |
