This position performs highly responsible professional, managerial, and administrative work in support of the Bureau of Enforcement and Investigation (BEI). The role assists the Director in overseeing and coordinating the operations of the Bureau’s four regional offices, the Charities Investigation Unit (CIU), and BEI headquarters. The position manages the Bureau’s operational, fiscal, and administrative functions and plays a key role in policy development, program oversight, and strategic decision-making to advance the Bureau’s enforcement mission under the authority of the Secretary of the Commonwealth. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Leadership and Oversight Plans, organizes, and directs the operations of the Bureau’s four regional offices, and the Charities Investigation Unit (CIU). Provides policies, procedures, and direction to the Assistant Deputy Director, Regional Directors, CIU leadership, and staff to ensure consistent enforcement and program success. Performs the full range of supervisory duties, including employee selection recommendations, training, recognition, performance management, and discipline. Receives and resolves grievances and complaints, ensuring fair and consistent treatment of staff. Provides recognition for quality service and ensures performance concerns are addressed through training or corrective measures. Coordinates and directs a large, statewide workforce of investigators, inspectors, and administrative staff. Investigations and Case Management Oversees investigative and inspection activities to ensure compliance with laws, regulations, and professional standards. Directs, plans, and organizes activities related to the statewide inspection program, the Act 48 citation program, and the Charities Investigation Unit. Reviews statistical data, inspection reports, and investigative findings to assess program success and recommend improvements. Provides technical assistance to the assistant deputy director, regional directors, and staff on complex, sensitive, or unusual cases. Conducts or supervises highly sensitive or complex investigations at the request of the Director. Confers with attorneys and provides testimony in administrative hearings and judicial proceedings on behalf of the Commonwealth. Program Management Develops, reviews, and implements program policies, standard operating procedures, and training programs to ensure effective enforcement operations. Monitors inspection, investigative, and citation program outcomes to ensure efficiency and quality. Establishes and administers ongoing training programs for Bureau personnel. Provides direction and oversight to the Assistant Deputy Director and CIU Supervisor, ensuring consistent policies, organization, and outcomes in charities investigations. Reviews and evaluates program statistics, inspection data, and investigative outcomes to recommend operational or policy changes. Policy, Compliance, and Strategic Planning Assists the Director in planning, directing, and organizing Bureau activities. Conducts special studies and prepares reports, briefings, and recommendations to support or amend legislation, rules, and regulations impacting Bureau operations. Analyzes orders, statutes, and regulatory changes to determine their impact on Bureau operations and develops recommendations for compliance or revisions. Implements policy changes and recommends statutory or regulatory updates to strengthen enforcement programs. Works with boards, commissions, and Department leadership to develop and communicate policies and procedures. External Relations Represents the Bureau at meetings, hearings, public forums, and professional gatherings on behalf of the Director. Establishes and maintains effective relationships with the Department’s legal office, other bureaus, state and federal agencies, and law enforcement partners. Provides presentations and statistical or operational information to boards, commissions, professional organizations, and community groups. Engages with stakeholders to gain support for Bureau programs and influence proposals affecting enforcement operations. Administration and Operations Oversees Bureau fiscal and administrative functions, including budget, procurement, contracting, personnel actions, and vehicle fleet management. Establishes and maintains the Bureau’s statistical database and compiles management reports on production, staffing, and resource utilization. Functions as Database Administrator for the Bureau’s portion of the Pennsylvania Licensing or similar System. Prepares budgetary and staffing proposals and provides recommendations to the Director for resource allocation. Develops correspondence and formal reports to support Bureau programs and policy initiatives. Completes special projects involving long- and short-term planning, often on issues with significant public health and safety implications. General Provides training and guidance to staff on new policies, procedures, and program changes. Travels statewide as necessary to meet operational needs. Performs related work as required to support the Bureau’s enforcement mission. |

Decisions routinely involve determining investigative priorities, assigning staff, interpreting and applying laws and regulations, and implementing policies and procedures to ensure program effectiveness. The employee independently resolves complex issues related to investigations and inspections, including providing guidance to the Assistant Deputy Director, Regional Directors, supervisors, and staff. Decisions affecting overall Bureau policy, budget allocations, or major program changes are developed in consultation with and subject to approval by the Director. |
