Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The primary responsibilities are to provide inspection of Civil and Environmental Construction Projects for the Bureau of State Parks and Bureau of Forestry. Project sites are primarily located, but not necessarily limited to State Parks Region 2, which is western Pennsylvania. This involves the interpretation of contract requirements through the review and analysis of technical drawings and specifications. Employee is responsible for insuring that the Contractor constructs the project in accordance with the technical drawings and specifications. Types of construction projects include foundations, bridges, pumping stations, buildings, roads, dams, marinas, retaining walls, storage tanks, water and wastewater treatment plants, swimming pools, campgrounds, bike trails and similar facilities of various complexity. The employe is actively inspecting several projects at any one time, working independently or assisted by a Staff Engineer who form a Project Team under the supervision of the Regional Engineer. Responsibilities: 1. Serves as a Lead Project Inspector on construction projects by inspecting, testing, and observing the placement of construction materials. 2. Conducts or reviews materials testing, such as size and grade of materials, slump and air tests, compaction, and pressure testing. 3. Checks grades, slopes, stake outs, elevations, drill logs and material placement for contract conformance. 4. Ensures that project construction is in conformance with plans and specifications, construction codes and other applicable Laws and Ordinances. 5. Resolves site construction problems, approves changes that do not involve engineering decisions and obtains solutions from Regional or Staff Engineers to engineering problems. 6. Prepares daily reports and maintains records materials used on the project. 7. Works with Contractors to reach a common understanding of plans and specifications, progress of work, inspection activities and general conditions of construction. 8. Prepares monthly progress estimates of work completed for payment to the Contractor. 9. Serves as the primary contact for Park Managers, District Foresters, and other concerned individuals who have a vested interest in the construction project. 10. Assists Regional and Staff Engineers in the preparation of plans and specifications for the bidding of construction projects. 11. Directs all work activities on projects involving equipment rental contracts. Advises Park and Forestry Maintenance Staffs on proper construction techniques for maintenance related projects. 12. Reviews and verifies layout data for horizontal and vertical alignment of various facilities. 13. Monitors permitted activities to ensure the contractor conforms with all applicable regulations. 14. Performs related work as required. |

Based upon the above, employee schedules his/her work so as to properly inspect multiple, concurrent projects and inform supervisor of any actual or potential conflicts or impediments to performing the inspections. Employee determines appropriate sequence and value of contract progress estimates (payments to contractors). Employee identifies and/or researches potential contract changes and informs project team leader and/or regional engineer. |
