Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position ensures established Emissions and Safety Inspection programs, and projects are analyzed and evaluated to provide management with recommendations for improving efficiency and effectiveness, modifying policies and procedures, and making decisions on divisional operations. Work includes providing basic computer systems access and troubleshooting for the approximately 16,000 inspection stations and 103 schools statewide.

Description of Duties:

Gathers, organizes, and analyzes statistical data for the Vehicle Emissions Inspection Program, the Vehicle Safety Inspection Program, the Enhanced Vehicle Safety Inspection Program, quality assurance violations, and sanctions by developing, automating, and maintaining program dashboards and associated macros; assists in producing internal and external reporting methods utilized to determine programmatic effectiveness and makes recommendations on areas of improvement or that need closer monitoring.

Supports the establishment and execution of studies and projects to review and evaluate the Vehicle Inspection Programs, assessing program effectiveness and the extent to which goals and objectives are achieved. Assists in reviewing, analyzing, and interpreting data, and contributes to the development of recommended revisions to related policies, including proposed policies, processes, and procedures based on assessments of the divisions inspection programs, violations, and sanctions. Participates in evaluating the potential impact of recommended changes.

Assists in preparing tables, graphs, pivot tables, and macros, and applies appropriate statistical methods to support the presentation of analytical results in verbal and written reports for divisional and deputate management. Contributes to the evaluation of established performance measures and provides input on recommended adjustments when unanticipated results are identified.

Maintains the Monthly Usage Entry Tracking databases by preparing monthly Special Services and Enhanced Safety databases for tracking the current month’s entries, importing from various reports, running, and distributing a monthly final analysis report of the previous month’s activities to the Division management team. Included in this report the inspection stations that the field operations section needs to review for closer auditing and the reason why for each station.

Prepares, reviews, and maintains weekly analytical report for Hearings and Suspensions to ensure accuracy within the Vehicle Inspection Database.

Analyzes and prepares other Division program analysis reports as needed for the Vehicle Inspection Division and other Bureau personnel.

Monitors and works closely with key internal and external customers (over 16,000 inspection stations, certified training facilities, law enforcement and quality assurance officers, Vehicle Fraud Investigators, and third-party investigative staff) to ensure proper mapping, roles, addresses connectivity issues, and password resets/lockouts. Independently researches all system access requests and determines if the request should be approved or rejected before access is granted.

Develops and maintains end user manuals for the various units in the VID as well as external partners, i.e., inspection stations, inspectors, Vehicle Fraud Investigators, etc.

Prepares and revises training materials for various industry meetings, Inspection Advisory Board meetings, and system users.

In support and backup of the other Program Analyst 1 (position #1999988) this position:
- Provides subject matter support and technical assistance for the Vehicle Inspection Information System, the Vehicle Inspection Information Database (VIID), and the PA Training Portal. Collaborates with the Project Management Office (PMO) and the PA Emission Program vendor interfaces to help ensure system integrity and offers input and recommendations regarding future interface requirements in consultation with the Unit Section manager.

- Assists in the review and analysis of policy, guidance, and procedures and interprets laws, regulations, policies and procedures affecting the vehicle inspection programs.

- Assists with maintaining and updating test script for UAT Testing along with supporting, gathering and documenting system requirements and requirement gaps. Monitors system releases on the business side to ensure that testing is thoroughly completed and approved by each section within the Division. Evaluates, identifies, and reports system upgrade problems from the business-side prior to system rollouts to production.
