Position Purpose:

This position is a professional, technical position in the Environmental Cleanup & Brownfields Program in the Southcentral Regional Office. The employee must be a Pennsylvania Registered Professional Geologist who will provide scientific assistance as a hydrogeologic expert to associates by analyzing and resolving unique and complex soil and groundwater pollution problems. Duties performed in the Hazardous Sites Cleanup Section involve the identification, investigation and cleanup of hazardous sites to ensure compliance with federal and state rules, regulations, policies and procedures under the State Hazardous Sites Cleanup Program, the Land Recycling Program, and the Federal Superfund Program.

Description of Duties:

• Function as lead worker for assigned geologic specialists and geologist trainees in the regional Environmental Cleanup Program.

1. Provide technical/professional guidance and advice pertaining to geologic aspects of hazardous site characterization and remediation activities
2. Determine training needs
3. Oversee technical review of work assignments ascertaining adherence to hydrogeologic principals, investigation and cleanup standards
4. Advise supervisor on technical performance of staff
5. Routinely make independent decisions about procedures and methods used in characterization and attainment demonstrations at remediation sites.

• Independently perform technical reviews of site cleanup proposals and reports performed by contractors and third parties for complex contaminated sites.

• Provide technical/professional guidance and advice to the public on matters pertaining to investigation and remediation activities and standards/procedures.

• Provides review and consultation to DEP staff and DEP contractors concerning the following site activities at State and Federal hazardous sites:

1. Soil sampling locations and analysis
2. Placement and construction of groundwater monitoring wells;
3. Well development and sampling procedures;
4. Sampling plans and procedures for site monitoring wells and private wells;
5. Review of core boring for clarification of geological cross sections;
6. Use computer programs for groundwater mapping and contouring and contaminant fate and transport.
7. Development of geophysical studies for the detection and mapping of subsurface structures, waste deposition areas, and contaminant plume migration, including ground
penetrating radar, magnetometer surveys, seismic surveys, etc.
8. Interpret groundwater analysis data to determine extent and patterns of groundwater contamination. Apply statistical analysis to determine reliability of interpretations.

• Review and comment on hydrogeological aspects of investigations, studies, remedial action plans, work plans, quality assurance plans, feasibility studies and other technical documents. Review and comment upon reports relating to State and Federal hazardous sites to determine the adequacy of the scope and methods of investigation, the validity of data, the soundness of conclusions and the technical and economic feasibility of recommendations in order to ensure the protection of the environment and of public health and safety.

• Assist in the development of, and review of hydrogelogical aspects of bid specifications and procurement documents for the retention of DEP and EPA contractors and consultants

• Perform the duties of a Regional DEP Project Manager at State and Federal Superfund Sites. Prepare response justifications, analysis of alternatives and decision documents. Conduct oversight and on-site inspection for the implementation of remedial investigations, studies, and cleanup activities to determine compliance with design plans, contract specifications, hydrogeological standards or practices, and Department requirements. Perform oversight of Department contractors for adherence to work plans and contract requirements. Review and recommend payment for invoices for work performed. Job duties require travel within the Commonwealth and may require overnight stay.

• Support the Department’s Community Relations Program. Assist in the development and preparation of news and information releases to the media and public interest groups relating to activities on State and Federal Superfund sites. Attend and participate in public meetings and meetings with special interest groups regarding Departmental functions, the Superfund program, rules, regulations, policies, procedures and activities relating to specific sites.

• Assist in the development and presentation of guidance documents, policies and procedures training within the framework of other duties as specified herein.

• Operate and support the Department’s Data Management Systems.

• Assist the Region in gathering program information, budgetary and staff needs, site costs and time projections, to develop and keep current regional program plans.

• Participate in the review and selection of consultants and contractors for remedial planning, design, construction and other activities related to the State and Federal cleanup program.

• Testify as a witness before District Magistrates, the Environmental Hearing Board, County and Commonwealth Courts. Prepare information for dissemination to reporters, special interest groups and the citizens on activities at specific hazardous sites.

• Participate in enforcement actions under various statutes and rules and regulations; advise Department attorneys on hydrogeologic matters in preparation for enforcement action; present expert technical testimony before the Environmental Hearing Board and other Courts of the Commonwealth; is subject to Subpoena in private Torte actions.

• Perform technical reviews of proposed regulations, policies, and guidance documents developed by Central Office staff.

• Perform non-routine functions in emergency situations, frequently involving travel within the Commonwealth, unscheduled overtime, and overnight stay.

. Required to do one or more the following in areas where the employee is working with the Environmental Cleanup & Brownfields Program:

1. Conduct on-site inspections and investigations in areas that do not exceed published exposure limits.

2. Investigate incidents and/or oversees cleanup operations in areas that do not exceed published exposure limits.

. Operates a motor vehicle to travel to various field sites.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Work is assigned as requests are received. Employee must prioritize assignments since major portion of work is responding to deadlines and health/safety issues. Priorities are checked by supervisor as need arises. Results are reviewed through written and oral reports. Work is reviewed through observation or occasional joint inspections. In addition, time reports are reviewed to check on appropriate use of time. This position requires the employee to routinely make independent decisions about procedures and methods for handling soil and groundwater cleanup.
