Position Purpose:

The Deputy Secretary of Capital Programs provides executive leadership, strategic direction, and oversight for the Department of General Services' capital programs and workplace operations. This position is responsible for ensuring the successful planning, design, procurement, construction, and operational readiness of capital projects while advancing the agency's mission through efficient program delivery, sound fiscal stewardship, regulatory compliance, and collaboration with internal and external stakeholders.

Description of Duties:

Provides executive leadership and oversight for the Bureau of Capital Projects Design Management, ensuring project designs meet agency objectives, applicable codes, sustainability goals, and operational requirements.

Directs the Bureau of Capital Projects Planning and Procurement by establishing strategic priorities for capital planning, procurement activities, contract administration, and project delivery methods to support timely and cost-effective execution.

Oversees the Bureau of Capital Projects Construction to ensure projects are completed safely, within scope, on schedule, and within budget while maintaining high standards of quality and regulatory compliance.

Provides strategic leadership for the Office of Workplace Operations, ensuring state facilities support workforce needs through effective space planning, workplace modernization, occupancy management, and operational readiness.

Develops and implements long-range capital program strategies that align with executive priorities, legislative initiatives, agency goals, and available funding resources.

Establishes performance measures and accountability standards for bureau directors, monitoring progress and directing corrective actions to improve organizational performance and project outcomes.

Collaborates with executive leadership, state agencies, elected officials, consultants, contractors, and other stakeholders to resolve complex issues and advance capital initiatives that serve the Commonwealth.

Oversees the development and administration of capital budgets, monitors financial performance across programs, and ensures responsible stewardship of public funds through effective fiscal management and internal controls.

Ensures compliance with applicable federal, state, and local laws, regulations, policies, procurement requirements, safety standards, and industry best practices governing capital projects and workplace operations.

Represents the Department before executive leadership, legislative committees, public organizations, and stakeholder groups by presenting program updates, recommendations, and strategic initiatives.

Promotes continuous improvement by evaluating policies, business processes, technologies, and organizational practices that enhance efficiency, innovation, and service delivery across capital programs.

Leads organizational change initiatives, develops succession planning strategies, and fosters a collaborative, high-performing culture focused on accountability, customer service, and operational excellence.

Makes independent decisions regarding project delivery, organizational priorities, budget recommendations, policy implementation, and risk mitigation while consulting with the Secretary and executive leadership on matters with significant fiscal, operational, or public impact. Resolves highly complex issues requiring interpretation of policy, competing stakeholder interests, and long-term organizational objectives.
