Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The person in this position is responsible for planning, designing, developing, implementing, conducting and evaluating a wide variety of entry-level and in-service training programs. These programs include, but are not limited to, Cash Assistance, Medical Assistance, Food Stamps, Supervision, Management, Professional Skills, special needs, and computer system data systems for a county with a large staff. The training is provided to entry-level, joint and single function workers, supervisory and management staff, supporting clerical staff, executive staff, other department/bureau staff, county board members, service providers, and staff from other government and community agencies. Plans, organizes, directs, and conducts all phases of the Income Maintenance Standard Training Program (IMSTP) developing additional classes for IMSTP to fulfill supplementary Allegheny CAO needs. Provides training and technical assistance to District Office Training Supervisors regarding IMSTP content and performance standards. Participates with the District Office supervisors and management in standardizing the evaluation of IMSTP participants' performance. Develops and communicates training recommendations to District Office management for continued worker growth at the completion of all phases of the Standard Training Program. These functions are done in order to provide a comprehensive standardized training program. Produces new and updated training programs. Designs and develops training materials for local and statewide use. Tailors statewide syllabi to the needs of Allegheny CAO staff. Develops training aids including PowerPoint presentations, workshops, guides, exercises, handouts, flipcharts in order to meet mandated and other identified training needs. Reviews and comments in writing to County Executive Staff on the impact of new or changed policy/procedures issued in advanced draft format prior to statewide implementation. Drafts County procedures for County Executive Staff approval in response to various statewide policy issues or local processes. Reviews and analyzes current and proposed federal and state policies, regulations, procedures, computer systems and income maintenance programs to recommend enhancements or revisions; and/or develop plans for their training and implementation. This requires coordination of efforts with personnel from other Offices/Bureaus and Departments, service providers and interested community groups. Reviews results of various federal and state program examinations and evaluations and assesses income maintenance programs and performance deficiencies to determine if training is necessary as a corrective action or if a clarification of policy and/or procedure is required. If needed, designs and develops training programs and/or documents to correct problems and/or deficiencies. Delivers and facilitates classroom instruction using such methods as lecture, workshop, roleplay, and demonstration. Provides hand-off training: instructs in training methods, monitors and analyzes training provided by District Office staff in order to effectively deliver mandated and other identified training. Participates in and, as needed, leads County or Headquarters Staff Development Task Forces for the purpose of planning and developing new or revised syllabi in the implementation of all programs. Designs and develops projects to meet county and statewide needs. Participates in and, as needed,leads distance learning. Analyzes and evaluates training programs and provides feedback to county executive staff and Staff Development Director on effectiveness and implementation issues. Identifies and addresses problematic program areas in order to promote constructive training. Reviews and monitors pilot training efforts in other counties in planning and formulating training for home county. Determines need for training and structures training programs in response to CAO Administration's identification of staff job knowledge and performance deficiencies; District Director and Division Head identification of training needs, review and analysis of Federal and State program audits, including Comprehensive Supervisory Reviews and Quality Control Errors. This is done in order to address and respond to agency performance problems and needs. Provides feedback to the Office of Income Maintenance and CAO Executive Staff regarding impact of regulations and proposed regulations on State and County Assistance Office operations in order to identify issues requiring deparment or county response. Researches policy and procedure issues. Responds verbally and in writing to staff inquiries regarding the application of regulations and computer processes on an ongoing basis as well as during implementation of new programs in order to insure uniform interpretation and application. Forwards policy questions to statewide Policy Clarification Unit when necessary and disseminates answers received to appropriate staff. Refers system problems (CIS, MAPPER, ARRC, IEVS) to CIS Bulletin Board for resolution and disseminates answers to appropriate staff. Structures county training activities by developing and coordinating training schedules for IMSTP, securing training sites, and distributing equipment/supplies needed for training in order to assure timely delivery of training. Acts as site coordinator for other state agency training projects, schedules classrooms and assists instructor by helping with classroom set up and provision of equipment. Develops and presents informational sessions tailored to community agencies’ needs and/or requests. Represents Staff Development as a resource person by attending and participating in department or other agency meetings in order to share knowledge or regulations. Participates in seminars and conferences which address training issues in order to improve training skills. Participates in county Staff Development Area training meetings and conferences. Utilizes and/or operates the following equipment/machines in order to deliver a wide range of training programs: LCD projector, portable laptop computer,and screen, flipcharts, printer, diskette and related supplemental equipment, copy machines, VCR, personal computers, scanner. Acts as site administrator for computer hardware and software used by all county staff for data entry and inquiry or a wide variety of information in Staff Development office and classrooms. Troubleshoots and corrects personal computer hardware and software problems for county staff. Trains county staff in the use of Personal Computer software. ESSENTIAL FUNCTIONS: Communicates orally via telephone and in face to face conversation. Composes written materials such as training syllabi, letters, memos, reports, etc. Understands and analyzes information received orally. Reads, understands and interprets typewritten and handwritten materials. Reads, interprets, and applies complex programmatic policies, complex cash assistance, medical assistance and food stamp policies and provisions of Bargaining Unit Agreements, Management Directives, etc. Travels to all Allegheny CAO offices and designated training or meeting sites. Interacts objectively and in a business-like manner with a wide variety of people under circumstances that may be stressful and difficult. Uses work related tools such as PC’s, training aids, papers, files and manuals. Conducts interviews, participates in meetings and completes training materials, reports, etc. Learns and retains job related information. Transports materials and arrange rooms for training and conferences. Trains trainers as well as staff and individuals from other agencies in a wide variety of programmatic training. May include training in support areas such as computer systems, etc. Is present at work to complete assigned duties. ADA Essential Functions: Occasionally reads, interprets and analyzes data. Frequently moves throughout the office to perform daily job functions. Constantly operates various types of office equipment such as; but not limited to, personal computers, copy machines, fax machines, telephones, calculators, etc. Frequently assesses training needs for new and existing employees. Frequently designs and develops training documents. Frequently must effectively communicate with staff at all levels. Often leads group discussions. Occasionally travels to various district offices by using public/private transportation as well as ambulate throughout the office in order to perform job functions. Frequently communicates through written communication by completing policies, procedures, training programs, reports, memos, etc. Frequently reads, selects, interprets and apply policies, procedures, regulations, etc. WORK CONDITIONS Assigned work duties are performed in a controlled office environment. |

Independently presents material that is taught in class as specific by the training syllabus for that class Independently creates PowerPoint demonstrations to be used in each class based on the syllabus content of each class. They are then reviewed by manager. Independently decides the teaching methods to be used in each class. Independently researches policy handbooks, existing policy clarification, operations memos, and other available resources to answer questions issued in class or submitted from district offices. Independently decides when questions originating in our county needs to be forwarded to the policy clarification unit in Harrisburg because we cannot find basis for an answer I our materials. Schedules classes to be taught (times, dates, locations numbers in each class) with manager and peers. Updates teaching syllabi on an as-needed basis to reflect changes in the policy. Syllabi reflecting major policy changes are reviewed by manager. Creates new training material for a new class in consultation with managers. Provides feedback, comments and questions regarding drafts of new statewide policy with manager’s review. |
