Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Under the direction of the Deputy Director, this position serves as a senior level staff within the Office of Victims Services of the Pennsylvania Commission on Crime and Delinquency. This position manages the Office of Victim Services’ Data Collection, Reporting, Outcomes Project (DCROP), primarily responsible for ensuring the delivery of high quality crime victim services throughout the Commonwealth through planning and administration of outcomes that evaluates victim service program services; managing the preparation of data reports for state and federal reporting requirements; managing and directing the biannual statewide victim service conference and the biannual Governor’s Pathfinder Awards. This position involves and requires knowledge of large and diverse number of victim services-related state and federal funding initiatives for data collection, reporting and outcomes, that includes the Rights and Services Act Program (RASA), the Victims of Juvenile Offenders Program (VOJO), the Federal Victims of Crime Act Program (VOCA), the Federal STOP Violence Against Women Program (STOP VAWA) and the federal Housing and Urban Development (HUD). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Data Collection, Reporting, Outcomes Project (DCROP) – 30% This position is responsible for the management, planning, oversight, and direction of DCROP in Pennsylvania, using the current Efforts to Outcome (ETO) software system that provides over 180 victim service programs throughout the Commonwealth with a streamlined, standardized data collection and reporting system. This position oversees all significant application developments for the DCROP for the Office of Victims’ Services including assuming the role of project manager for any significant application developments in ETO. Manages the review and review or development of new training curricula for data collection, outcomes reporting and the ETO software. This includes regular updating of a statewide ETO User Manual, development of training videos and provision of technical support for new and existing agencies on-site, regionally, or virtually. Provides oversight and direction in coordination with the OA IT Delivery Center, PCCD Office of Administration and OVS Executive Team on contract renewals with the ETO vendor. Manage meetings with state stakeholders specific to data collection. reporting and outcomes for over 180 victim service programs to coordinate the development, review and enhancements to victim service-related processes and related processes. State stakeholders includes the Pennsylvania Coalition Against Domestic Violence (PCADV), Pennsylvania Coalition Against Rape (PCAR), and the Pennsylvania Department of Human Services (DHS). Plan and lead virtual and regional ETO stakeholder/user group meetings with the over 180 victim services agencies to obtain feedback and information on the current status of ETO, identify enhancements for the software system. Responsible for data integrity, quality assurance and reporting validation for accurate reporting to the state and federal government. Oversee any issues with the ETO software that need to be resolved by the ETO vendor. Develop, recommend and implement any changes to the ETO software, data collection, reporting and outcome policies, procedures to the Deputy Director and/or OVS and PCCD senior management. Present and provide information and updates at the quarterly Victim Services Advisory Committee (VSAC) meeting. Acts as the subject matter expert on ETO to VSAC and the Commission, as needed. Data Evaluation – 20% Responsible for managing the Program Analyst assigned to analyze and evaluate agency-funded programs to determine the extent to which established goals and objectives are being met, and to determine the impact programs are having relating to the Victim Services Advisory Committee (VSAC) strategic plan. Based on the data produced, responsible for the recommendation of higher-level policy decisions with both quantitative and qualitative information used to make planning, monitoring, and resource allocation decisions. Ensures current best practices to determine the appropriate evaluation or study methodology to complete required analysis. Coordinate with the Victim Services and Victims Compensation Assistance Program Managers to determine data needs. Assist the Program Analyst with prioritization of those data collection needs. Oversee the data analysis and preparation of reports, graphs, and narratives to accurately present the data in a useful and logical manner. Utilize data collected, when required, to review or recommend changes to current legislation or policies and procedures. Victims Services Satisfaction Surveys – 15n % Responsible for oversight of the Victims Services Satisfaction Survey (VS3), a statewide outcomes-based evaluation tool. Oversee training curriculum and materials used for training VOCA funded victim service agencies on the use of the survey and how to access survey results. Responsible for working closely with the contracted researchers on the project to provide revisions to the survey as they are identified. Responsible for oversight and implementation of a survey to evaluate the outcomes of services provided through the Rights & Services Act (RASA) funding. Responsible for working closely with the contracted researchers on the project and oversee development of survey questions, implementation of pilot testing, and creation of meaningful reports RASA funded agencies can access to evaluate their data. Oversee development of training curriculum and materials used for training RASA funded victim service agencies on the use of the survey and how to access survey results. Sexual Assault Kit Tracking Initiative (SAKI)- 15% Will assist VSP Deputy Director with the SAKI project. Develop the rape kit tracking inventory spreadsheet and create the accompanying instructions for the spreadsheet. Will provide training and technical assistance for the rape kit inventory process. Bi-Annual Pathways Conference – 10% Responsible for the planning. Direction and oversight of the Bi-Annual Pathways Conference held by the Office of the Victim Services that has 400-600 attendees. Oversee the scheduling and coordinating of activities, keynote speakers and logistics to ensure that everything runs smoothly and PCCD and OVS goals are met. Responsible for determining the avenue of how the conference will be held, virtually or in-person. Develop Requests for Proposals (RFPs), as needed, to contract with a vendor to assist with the planning and oversight of the conference; venue selection; keynote speaker selection; and other duties as needed. Responsible for the oversight and direction of the solicitation, review, and selection of workshop proposals for the conference. Biannual Governor Victim Service Pathfinder Awards – 5% Responsible for the planning and oversight of the biannual Governor Victim Service Pathfinder Awards presented by the Office of Victim Services. The Governor’s Pathfinder awards are the most prestigious award that Pennsylvania gives to a victim service professional or program. Oversees and facilitates the Pathfinder Selection Committee charged with reviewing and recommending award winners in 10 different categories. The Pathfinder Selection Committee is made up of victim advocates, allied professionals and state stakeholders that are considered subject matter experts. Responsible for identifying and implementing the technology solution used for the Pathfinder process that includes the submission of nominations, supporting documentation, scoring and final recommendation documentation. Responsible for the solicitation, review and recommendation of award winners to the Governor’s Office for approval. Develops/maintains award categories and criteria consistent with the award program that values the integrity of victim services. Responsible for the planning and oversight of the award presentations during the Bi-Annual Pathways Conference during conference years and ensuring award winners in other years are recognized accordingly at the local level. Supervision – 5% Responsible for the development of employee performance standards, the preparation and signing of employee performance evaluations, the organization of employee work assignments; review, approval or denial of leave requests; initiation of corrective disciplinary action for employee misconduct; the review and recommendation of candidates for employment with the Victims’ Services Program, and other duties in accordance with Commonwealth, Agency and Office directives and procedures. Responsible for the direct supervision of a Program Analyst 3 and 4 Criminal Justice System Specialists. Performing other duties as assigned. |
