Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as a member of a team performing complex clerical and technical work to prepare, review, and process workers’ compensation self-insurance applications, reports, correspondence, and related documents. Assists applicants with understanding and completing application requirements; prepares and reviews surety documents and correspondence; and evaluates organizations’ continued compliance with conditions for self-insurance. Assists with enhancements and updates to the division’s automated information system.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Participates as a member of a team with management technicians, accountants, actuaries and administrative support personnel. Is responsible for the processing of self-insurance applications and annual reports. Serves as the primary contact with stakeholders relating to the requirements of self-insurance renewal and application process.

Independently reviews incoming self-insurance applications and the required documents for completeness. Ensures that applicants have completed the required documentation necessary to enable the division to perform a review of the employer’s self-insurance application. Independently determines the proper actions for handling and response based on established policies and procedures. Notifies applicants of missing documents as appropriate, such as health and safety report forms.

Corresponds with employer program and application contacts to request missing or incomplete information. Enters data into the Bureau’s computer Workers' Compensation Automation and Integration System (WCAIS) and updates actuary or accoutant of their receipt for further processing.

Views applications, reports and forms submissions via WCAIS and updates data and information as necessary. Informs actuary/financial analyst as applicable of receipt of information. Corrects/updates previously entered WCAIS information and data with inaccuracies; excludes information deemed unnecessary for proper analysis or completes missing information or data after research or written/verbal contact with the application contact.

Prepares complex correspondence, both independently and using established shell letters, and necessary related documents instructing self-insurance contacts of conditions and required changes to initial and renewal self-insurance applications. Review security and filing requirements resulting from corporate restructuring, sales and mergers of self-insurers or their termination of self-insurance programs. Monitors and follows up with telephone contact or written correspondence when necessary.

Prepares and reviews security instruments for complex self-insurance arrangements, including bonds, letters of credit, and trust agreements. Independently or in coordination with the Legal Division, identifies deficiencies; notifies self-insurers, sureties, and issuing banks in writing or by phone; recommends corrective actions; and monitors resolution. Prepares, customizes, and amends related documentation as needed, exercising independent judgment in accordance with established guidance. Researches files and consults with self-insurance staff and surety representatives to ensure accurate and complete preparation of security instruments.

Independently monitors self-insurers’ compliance with approved conditions for self-insurance. With the aid of a computer diary system, contacts self-insurers by phone or in writing for status of compliance. Updates the diary system to record status and for further follow-up as needed. Following receipt of acceptable documentation, closes review or forwards matter to other staff for further action.

Provides stakeholders with general information regarding self-insurance, the self-insurance application process and applicable regulations.

Suggests changes to Division Chief and Claims and Application Manager, regarding the clerical procedure for the efficient processing of office activities.

Enters and updates data and comments into, reviews and researches data in, and produces documents and results with the Bureau’s Workers' Compensation Automation and Integration System (WCAIS).

Assists the division’s Claims and Application Manager with all activities involved with WCAIS system enhancement releases. Identifies and troubleshoots problems with WCAIS design flaws, defects or enhancements to improve efficiency of program operations for the Self-Insurance Division and stakeholders. Attends Deloitte meetings to discuss Self-Insurance Division-related issues. Reviews and comments on Statements of Work for future system enhancements for the Self-Insurance Division. Conducts UAT testing and validation as needed.

Performs other related duties as assigned by the Division Chief or Claims and Applications Manager.

The incumbent independently initiates job actions and prepares responses on data and information received within the framework of established policies and regulations.
