Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is to provide planning, management, direction, coordination, and leadership in the Loyalsock Forest District and to interact and cooperate with surrounding forest district managers, other natural resource management agencies, county governments, township governments, emergency services, external partners, and citizens located within the forest district's geographical area. There is an expectation that the District Manager has skills and experience as a professional forester and will apply forestry professionalism on the job to conserve and maintain the district's natural resources.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervise two Forest Assistant District Managers. Mentor new assistants.

Supervise clerical and administrative staff. Coordinate with the administrative assistant on district budgeting and district purchasing, and other business services.

Determine your district’s internal organization structure; monitor this structure for efficiency and effectiveness in all aspects; make organizational structure adjustments as necessary for successful district operations; make organization structure chart available and understood by all employees on your district staff.

Prepare accurate job descriptions for all subordinates and confirm that assistant managers and supervisors in your district are doing the same. Keep all job descriptions current and up to date.

Increasingly delegate responsibility to your assistant managers as your level of trust between them and you grows and as they exhibit increasing abilities as a result of job experience and mentoring.

Develop program goals and objectives for your district within the goals and mission of the Bureau of Forestry.

Constantly evaluate district operations, services, and partnerships. Make positive adjustments when needed.

Direct the planning of the district’s operating budget, which should be done by Administrative Assistant, from year to year. Manage within your approved operational budget. Make requests for funding changes during any operational period via your supervisor or as directed by your supervisor.

Request to fill vacancies in your district as they occur or as directed by supervisor. Interview prospective employee candidates and make selection nominations as per established procedures.

Attend meetings for District Managers. Selectively, attend other meetings related to your position. Balance meetings with spending the necessary amount of time needed in your district to direct district activities.

Be familiar with established Commonwealth, Department, and Bureau rules, regulations, policies, directives and orders and comply with them in a responsible manner. If not in agreement with any of named items, then communicate your disagreement and reasons to your supervisor.

Be familiar with AFSCME and PSRA labor agreements.

Provide reports and recommendations to your supervisor as directed or as you deem necessary.

Function as the District Fire Warden.

Function as a State Forest Officer.

Attend established mandatory law enforcement training for all district managers and district assistant managers.

Monitor, evaluate and adjust forestry programs at the district level as these programs relate to wildfire fire protection, forest health, cooperative forestry, state forest management and maintenance, forest recreation, and state forest acquisition. As time permits, interact and work with district employees doing things such as suppressing wildfire, marking timber or patrolling the state forest.

Meet with government officials, legislative officials, special interest groups, civic groups, stakeholders and the public to explain Departmental and Bureau programs, rules, regulations, policies, procedures, goals, objectives and priorities to give understanding and knowledge. At the same time, collaborate with them over issues and common interests. Consider the possibilities of implementing collaborative ideas from the various interests.

Conduct staff meetings on a regular basis.

Investigate complaints against the district or district personnel; report findings to supervisor.

Approve district purchasing.

Attend training. Self evaluate your training needs and seek to satisfy supervisor’s training recommendations.

Counsel district employees when you infer a developing problem or situation. Apply disciplinary authority as per established procedures when necessary. Consult with the Bureau of Human Resources, Labor Relations in all formal disciplinary situations. Keep supervisor informed.

Serve on intra-department and bureau special teams and committees of interest as invited or as desired, but balance such activity with your district responsibilities.

Monitor District’s safety record and performance. Insure safety equipment including personal safety equipment is available and being used appropriately. Conduct an annual district safety inspection.

Perform other duties and assignments as directed by the Forest Field Operations Manager.

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

The decision making process should be guided and construed from the Position Purpose and Description of Duties, above. The incumbent has the authority to make all internal district management decisions within the laws of the Commonwealth, as specified in Management Directives, Administrative Directives, and as instructed by Department and Bureau directives, rules, and regulations. When in doubt, the District Manager must seek the advice of an Assistant State Forester or other known higher authority.
