Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

An Environmental Engineering Specialist (EES) provides technical support in the preparation and issuance of National Pollutant Discharge Elimination System (NPDES) permits and negotiation of Orders and Consent Orders and Agreements for industrial cases involving discharges of industrial wastewater to waters of the Commonwealth. The position requires the development of Water Quality Criteria and/or Technology-based effluent limitations in accordance with NPDES permitting guidelines. Projects may support Department initiated legal action.

If this position is filled as an Environmental Engineer Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of an Environmental Engineer Specialist.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Review applications for industrial wastewater discharges and establish discharge limitations in compliance with state water quality standards and/or comprehensive planning objectives for the area.

Review NPDES permit applications for new and existing wastewater discharges, ensuring compliance with water quality management objectives and standards, and federal regulatory requirements, including technology limitations developed using Best Professional Judgment.

Review wastewater treatment facility design and specifications and make recommendations for state Water Quality Management (Part II) Construction Permits for industrial applicants.

Conduct facility inspections to ensure that treatment facilities are constructed in conformance with issued Part II state permits.

Specialists may also be assigned projects involving review of Water quality Management applications for permits to construct sanitary sewer treatment systems and conveyance systems. Additional assignments could include the development of effluent limitations for Sewage NPDES permits.

Meets with citizens, industry representatives, public officials, engineers, and others to resolve problems and questions on various Department matters involving the Permits Section.

Drafts deficiency letters with regulatory citations.

Identifies issues encountered and recommends solutions to Section Chief.
Prepares for and updates other Bureau staff as needed.

Participate in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Ensures desk manuals remain accurate and current for knowledge transfer efforts. Ensure they comply with Department requirements.

Develops Total Maximum Daily Load and pollution prevention documents that comply with state and federal regulations.

Follows Standard Operating Procedures (SOPs).

Reviews permit applications and drafts Fact Sheets/Internal Reviews and permit documents.

Enters appropriate data into eFACTS and SAP

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Environmental Engineering Specialists may be required to telework for various periods of time. This may require obtaining work, and moving work through telecommunication processes, and participating in virtual meetings.

For Environmental Engineering Trainees, assignments increase in scope and complexity as technical proficiency is demonstrated.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Work is assigned with general instructions and objectives by the Section Chief. Work is reviewed through reports, conferences, problem-solving ability, and evaluation of the results obtained. All major work completed in the Permits Section is reviewed by the Regional Clean Water Program Manager before leaving the section.

Questions are brought to the attention of the Section Chief and are resolved by Permit Section staff through collaborative meetings, the Section Chief, or the Regional Clean Water Manager.

The Environmental Engineering Trainee receives the most supervision and guidance. Work assignments are usually the least complex and most straightforward. The Permits Section Chief is consulted frequently during the progress of the work assignment, to provide guidance and training.

The Environmental Engineering Specialist receives less supervision and guidance than an Environmental Engineering Trainee and is assigned more difficult work assignments.
