Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is one of performing a wide variety of administrative and clerical functions in order to assist in the operations and management of the Linn Run State Park Complex.

This position performs duties that are routinely executed seven days a week and will be routinely scheduled to work weekends, evenings and holidays as needed for park operations and to meet seasonal needs.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

With direction from Park Management, the employee is responsible for the following duties:

Through direction from the Park Manager, this employee is a Lead Worker for the Aspira reservation system and for office volunteers. Employee resolves problems and issues brought to them by other staff either personally or makes contacts to appropriate department support. Employee ensures new information/procedures are clearly relayed to all personnel and arranges for new employees to receive proper access to the park computer systems.

The employee performs a wide variety of administrative and clerical functions dealing with operations, human resources, payroll, revenue, and training of employees. Employee is responsible for relieving the Park Manager of a wide variety of administrative details. Employee interprets various rules and regulations and makes decisions in regard to how they apply to public visitors and employees of the park.

Work includes public contact in accomplishing assignments and effective public relations. Knowledge and interpretation of the Bureau of State Parks and the Department of Conservation and Natural Resources policies, rules, and regulations is needed in the completion of duties.

Employee’s duties are completed independently and include the skilled typing of a wide variety of paperwork in both draft and final form and include responsibility for format, punctuation, and grammatical content. Work includes all aspects of a complicated process and requires the ability of the employee to make various decisions on their own and to analyze data and apply that information to job duties and work independently. Employee deals with frequent confidential issues. Employee is skilled in the use of various office machines including a computer, credit card machine, a copy machine, a multi-line telephone system and a P25 radio. Employee also provides training to other employees in the use of these office machines, as well as various computer programs.

HUMAN RESOURCES/PAYROLL

Answers inquiries about possible job opportunities and provides potential applicants with Civil Service applications, etc.

Assists with scheduling of interviews.

Completes and distributes return from leave without pay and appointment letters for seasonal employees as well as all related paperwork (tax forms, credited service memos, leave forms, I-9 forms, and Equal Employment Review Certificates).

Posts hours worked to leave cards and maintains leave slips and leave records for each employee. Maintains a log of holiday and compensatory leave earned and used by salary and wage employees. Logs hours for DCNR Ranger pay increases. Advises employee’s supervisor of any problems or potential problems concerning leave. Enters all leave/payroll entries through SAP for all employees not using ESS.

Completes Workers’ Compensation Claim Reports for employee work-related injuries as well as all related paperwork.

Administers the personnel file for each employee and files all related paperwork. Maintains the employee complement as well as a computer database of all employee information.

Prepares and distributes leave without pay and termination letters to employees, with other appropriate forms. Calculates hours worked, total credited service, leave balances, and leave payoff, if any.

Completes employment verifications and unemployment compensation claim forms for verification of earnings upon request.

Researches requests from the regional office and Bureau of Human Resources to provide employment data on former employees. This data consists of dates of employment; number of hours worked broken down into specific periods, hourly rates of pay, and involves researching through old personnel files, payrolls, etc.

Does all aspects of the payroll process, compiling hours worked from daily timesheets and schedules, determining when overtime, shift-differential, shift overlap, holiday pay etc. is appropriate guided by knowledge of three union contracts; AFSCME (American Federation of State, County, and Municipal Employees), PSRA (Pennsylvania State Rangers Association), and USGOA (United Security Guards of America) and personnel policies for non-union employees. Enters all data into SAP.

Types and distributes work schedules for salary and wage personnel. Assures schedules are in compliance with union articles of work as well as management policy and procedures.

Inputs all leave time and hours worked by all employees on a bi-weekly basis through SAP. Assures payrolls are completed accurately and submitted according to established time frames.

FISCAL

Assists with the revenue collection program for the park. These revenues include miscellaneous revenue (park user fees, publications, wood permits), individual private camp leases, cabins and miscellaneous sales and sales tax collection. Process refunds as requested.

Analyzes all receipts and verifies these revenues against backup documentation.

Assists Park Manager in the monitoring of park's "61 & 63" expenditures to verify that these charges are correct and charged again the park's allocations.

Assists with organizing, entering data, and preparing reports for 6100 and 6300 annual budget and midyear budget review.

PUBLIC RELATIONS

Answers a large volume of telephone calls/emails and provides information and refers callers to proper channels.

Greets and assist large volume of visitors to the park office. Provides visitors with basic information and interprets park rules and regulations in answering specific questions. Uses personal judgment in conflict situations.

Functions as initial point of contact for both the general public and personnel from Harrisburg, local Representatives and Senators.

TRAINING

Creates and compiles written materials for training for staff in reference to the park reservation system – Active Works and provides training and on-going support for same.

OTHER DUTIES

Administers park Attendance program, maintaining daily records of park visitors (compiled from ranger reports, counter readings and user logs and registrations) and reports attendance according to established time frames. Creates forms and procedures to accomplish this process.

Administers park vehicle program to include timely input of all information required.

Assists in all phases of overnight accommodation administration including on site reservations, confirmations, rosters, logs and revenue handling, maintenance sheets and user surveys.

Opens and distributes incoming office mail and Email. Reviews and replies to routine correspondence and email inquiries with the input of park managers.

Operates and monitors the base radio station and maintains communication with Park Manager, enforcement unit, and the maintenance staff. Answers routine transmissions, dispatches vehicles, and functions as an administrative office contact between park units and emergency vehicles during emergency situations.

Maintains, updates and purges all park files for easy access and retrieval.

Designs forms (by computer) needed for various jobs to organize work projects.

Other duties as assigned by supervisor.

Handles emergency situations for park employees by completing accident reports immediately, in a specified time, with follow up work to Workmen's Compensation.
