Position Purpose:

If this position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Sewage Planning Specialist.

This is an advanced field specialist position requiring the performance of those duties necessary to assure proper administration of the SFA and compliance with the CSL by municipalities in a defined work area. This involves administering provisions of Chapters 71, 72, 73, 91, 93, and 94 of the Rules and Regulations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensures that the Sewage Facilities Planning Program is being effectively implemented by managing complex base plan update revisions, reviewing plan revisions for NLD, and overseeing local agency administration of the On-Lot Sewage Facilities Program.

Within the base plan update process, determines the need for municipalities to update base plans and ensures that approved plans are implemented. Meets with local officials to review and approve planning requirements and to establish content, scope, and timeframes. Monitor progress during preparation of the plan. Determines when submitted plans are technically and administratively complete. Determines what other Departmental resources may be needed. Determines consistency with various natural resource protection requirements. Reviews growth and development projections. Examines financial aspects including funding mechanisms, user fees, and construction costs. Evaluates the feasibility and efficiency of the various technical and administrative alternatives and determines the feasibility of the proposed course of action. Reviews the costs of preparing the plan. Represents the Department at public hearings and meetings involving the plan. Consults with municipalities and develop training materials to meet specific needs. Takes the lead on complex and sensitive enforcement actions and testifies as a material or expert witness in administrative hearings and legal proceedings.

Reviews complex new land development planning proposals, including issuance of approvals and recommendation for denials, evaluation of technical and administrative feasibility of sewage disposal alternatives, and determine consistency with various natural resource protection programs.Identify need for and recommends the initiation of municipal Official Sewage Plan Updates. Meet with municipalities regarding the initiation of Official Sewage Plans. Assist with review of Plans (knowledge of local area and problems).

Oversees local agency administration of the On-lot Sewage Facilities Program. Evaluates local agency administration including review of record keeping, fee handling, complaint response, and coordination with NLD planning. Conducts meetings with local agency officials to explain requirements and suggest procedural changes to meet those requirements. Evaluates the technical and administrative performance of SEOs. Consults with SEOs on difficult technical and administrative problems regarding on-lot sewage facilities. Initiates enforcement actions as necessary to ensure compliance with the SFA and CSL. Gathers evidence for and drafts orders for decertification of SEOs or others to local agencies for effective administration of the SFA.

Issues field orders to prevent or cease actions in assigned work area which would be in violation of Chapter 73 of the Rules and Regulations. These orders may lead to enforcement actions by the Department against municipalities, SEOs, installers, contractors, etc. as a result of increased field investigations and follow-up work.

Conducts field surveys of on-lot sewage needs to document need for improved sewage facilities. Prepares follow-up records documenting results and recommending appropriate actions.

Adheres to Policies of the Department including but not limited to, Executive Order EO 2012-12 and the Permit Review Process and Decision Guarantee Policy. More specifically, your roles and responsibilities tied to the above include following all applicable Standard Operating Procedures (SOPs), reviewing permit applications, entering appropriate data into eFACTS, drafting deficiency letters with regulatory citations, and informing the Sewage Planning Supervisor of identified issues that are encountered.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Provides assistance to the regional OPPCA unit as necessary.

Performs miscellaneous duties as required.

If this position is filled as an Environmental Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.

As a SPS2 much of the supervision provided to this position is indirect in nature. Employee is responsible for scheduling own activities to handle the workload coming directly to Regional Office. Supervisor also assigns work in the form of projects or reports. Employee is encouraged to use initiative to conceive and carry out program improvements. Supervisor reviews correspondence, reports, and recommendations of employee. Direct supervision is given by means of periodic staff meetings, consultations, and attendance of joint meetings.
