Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for developing and conducting various training courses in the anthracite and industrial minerals region and maintaining the Tremont mine rescue station, mine rescue vehicle, and equipment. Shall carry and monitor the state issued IPhone 24/7 for emergency response purposes. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Conducts mine rescue training for anthracite coal miners. This involves classroom and underground training sessions on the principles of mine rescue. Subjects covered include the history of mine rescue, surface organization, exploration, mapping, mine gases, gas detection, ventilation, fire fighting and explosions, mine recovery, rescue of survivors, body recovery and the function, use, care, and maintenance of self-contained breathing apparatus. Conducts initial and refresher training courses in basic first aid. This includes lecture and hands-on training covering such subjects as artificial respiration; control of bleeding and shock; treatment of open wounds and burns; treatment of fractures and dislocations; and transportation of the sick and injured. Conducts annual refresher training classes for underground training classes for underground miners covering the following: mandatory safety and health regulations, transportation and communication, roof control, ventilation, escapeways, emergency evacuation, barricading, mine gases, self-rescuer and respiratory devices, fire fighting, accident prevention, electrical hazards, blasting, first aid and health. Conduct annual refresher safety training classes for surface coal miners, underground metal and non-metal miners, and surface metal and non-metal miners. Conducts training classes for coal and noncoal personnel on the history, function, use, care and maintenance of compressed air, compressed oxygen, liquid oxygen and chemical type self-contained breathing apparatus. Conducts cardiopulmonary resuscitation training for coal and non-coal personnel. Classes include instruction on the anatomy and physiology of the heart and lungs, risk factors, signals of heart attack and treatment, one-person, two-person and infant CPR management of a foreign body obstructed airway for conscious and unconscious persons. Repairs, maintains, and calibrates equipment assigned to the Ebensburg mine rescue station. Items included are the mine rescue vehicle, Draeger BG-4 self-contained breathing apparatus, self-rescuers, various gas detectors, booster pump, compressor, cap lamps, communication equipment, first aid equipment, CPR manikins, audio-visual equipment, and fire-fighting equipment. Obtains and maintains CPR certification. (OTHER Requirement below) Training courses performed involve developing course materials, procuring audio-visual aids, establishing course objectives and preparing class outlines. Secures travel arrangements, makes hotel accommodations and locates and prepares classroom facilities. Performs work as a field judge and benchman judge at regional, state and national mine rescue and first aid contests. Schedules required testing and maintenance of emergency equipment and vehicle. Prepares and maintains records pertaining to mine rescue. This includes equipment inventory, class attendance, class outline, notification of training for MSHA, coal companies and participants, physical exams for participants, notification of attendance or absence of participants, background information for each mine rescue team member and equipment testing. On call 24 hours a day for rapid deployment of the mine rescue vehicle and equipment in the event of a mine emergency or disaster and provides technical assistance at the affected mine. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
