Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Conducts specialized and highly detailed financial and tax accounting analyses of Sales, Use, and Hotel Occupancy tax returns to ensure correct reporting of Sales, Use, and Hotel Occupancy Tax. Conducts specialized and highly detailed financial and tax accounting analyses of complex pass-through business organizations. This function includes documentation of ownership interest in multi-tiered business structures, classifications of (taxable) personal income at the entity and individual levels, allocation of income inside and outside of Pennsylvania. In performance of this function, the employee is responsible for reviewing a wide range of tax documents including state and federal partnership, corporation and individual tax returns. Designs and conducts studies of legislative and administrative proposals to assess the revenue effects of such proposals, forecasting the performance of financial conditions, and develops executive policy recommendations, especially pertaining to the effectiveness of individual income, corporate income, pass-through business income, and Sales, Use, and Hotel Occupancy tax program initiatives. Analyzes the effectiveness of the specialized examination programs to ensure compliance with laws, policies, and procedures; especially those pertaining to Sales, Use, and Hotel Occupancy accounts and pass-through businesses and their owners. This employee interprets tax laws and provides technical guidance to office employees and the Department. Identifies potential new problem areas to be researched for potential examination and analysis. Researches Internal Revenue Code, PA tax codes and regulations and other states’ tax codes and regulations. Potentially serves as a work leader for Revenue Fiscal Analysts 1 in special projects and on-the-job training. Identifies and prepares recommendations of non-compliance issues in Employer Withholding, and Corporate Net Income taxes for other Department employees. Reviews the technical tax accounting requirements for PA Personal Income Tax and business taxes and the observed areas of non-compliance. Analyzes and reviews individual income tax returns (PA-40) including the Schedules C (business income for a sole proprietor) and E (rental real estate income) to determine compliance problems/issues and make appropriate adjustments to the tax returns to correctly reflect the tax liabilities as it pertains to personal and/or business income taxes as well as Sales, Use, and Hotel Occupancy taxes. Recommends changes to the entity forms based on analysis. Recommends legislative changes and Department policy positions based on analysis. Analyzes and reviews the operations of a business to determine if they are in compliance with PA Sales, Use, and Hotel Occupancy tax laws, regulations, and policies. Reviews the filings of non-profit organizations to ensure that they are in compliance with PA Small Games of Chance laws, regulations, and policies. Assists the Revenue Fiscal Analyst Supervisor, Assistant Director, and Director in preparing revisions to PA Personal Income Tax law, regulations, policies and bulletins. Identifies and prepares recommendations of non-compliance issues for the Internal Revenue Service and other states’ Departments of Revenue. Demonstrates a commitment to the service-oriented culture of the Department. Applies Lean thinking in day-to-day tasks. Is mindful of internal controls and risk management when changes are made to a process. Treats others equitably and adheres to diversity and inclusion requirements in the workplace. Performs other related duties as required. |
