Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a variety of duties as district Public Utility Commission (PUC) Coordinator providing professional engineering support and preparation of data submitted to central office related to PUC applications.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Coordinates district collection and updates of grade crossing inventory data for off-system (non-state highways) grade crossing inventory; maintains liaison and works with various district units to obtain opinions, funding, designs, recommendations, and follow through on actions required by PUC orders and other related grade crossing and railroad activities.

Establishes and maintains effective working relationships with railroad representatives to exchange information on resurfacing projects, track rehabilitation schedules, required maintenance work, etc.; performs and coordinates district review, verification, and payment of railroad billings from railroads under PUC order agreements; represents district in railroad service abandonment applications to the Surface Transportation Board.

Attends PUC application field conferences and hearings on railroads and municipal entities; presents department's position based on policy and the specific case conditions; represents Department at appropriate informal PUC complaint proceedings and field conferences; serves as district turnpike coordinator and Intermodal Coordinator.

Supports Planning and Programming by assisting in screening project candidates for all modes of transportation, coordinating with planning partners, and linking NEPA with planning.

Maintains safe work environment by following proper safety procedures and use of protective equipment; maintains work area awareness to initiate proactive accident and injury avoidance measures; reports all injuries/accidents immediately and obtains prompt medical treatment to limit risk of further injury.

Follows proper attendance, call off, and leave scheduling procedures; adheres to start/stop times, breaks and meal periods; uses available work time effectively to minimize nonproductive or down time.

Develops and maintains effective working relationships with unit staff, other units and agencies, internal and external customers and promotes transportation mission activities.

4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Identify and establish railroad projects upon which to utilize Section 130 funds. Coordinate with district project managers to ensure effective coordination with railroads for project development and delivery.

Essential Functions

 1. Performs work in a typical office environment; however, the duties may involve limited outdoor work and physical activity.
 2. Communicate both orally and in writing to issue, receive, and carry out instructions and orders effectively
 3. Use a variety of office machines telephones, calculators, copiers, remote computer terminals, keyboards, video display terminals, auxiliary Printers.
 4. Limited basis, the employee may work while exposed to hazardous situations such as moving heavy equipment in and around traffic, on steep grades
 5. Employee must be able to observe and react to hazard warnings, back-up alarms, flashing lights, voice commands, and hand signals.
 6. Occasionally perform manual duties such as lifting and carrying up to 50 pounds
 7. Setting up and operating field equipment requiring stooping, kneeling, bending, stretching, and prolonged standing.
 8. withstand limited exposure to chemical agents, exhaust gases and lubricants, solvents, poisonous plants, animals, and insects.
 9. Potential injuries such as bruises, scrapes, cuts, strains, and sprains.
 10. Wear all types of required protective gear including hard hats, footgear, hearing and eye protection, gloves, and respirators.
